SOUTHERN AFRICA: OPEN SOCIETY INITIATIVE FOR SOUTHERN AFRICA

OSISA oversees US$5 million in grants distributed annually in Angola, Botswana, Lesotho, Malawi,
Mozambique, Namibia, Swaziland, Zambia and Zimbabwe. Support is offered for projects that are
both national and regional. The programmes broadly focus on education, media, information and
communication technology (ICT), human rights and democracy.
OSISA's funding relies on and encourages donor, government and other partnerships wherever
possible. Community involvement and in-kind or monetary contributions to a project by a grantee
are also encouraged. OSISA is committed to developing funding strategies that inherently
encourage and develop self-reliance and effectiveness.

AFRICAINE DE L’AMARC AFRIQUE 2009

L'AMARC Afrique renouvelle son appel d’offres pour ccueillir la 4ème Conférence Pan Africaine de
l’AMARC Afrique. Les membres intéressés, des radios communautaires, des
associations/fédérations de radios communautaires de la région africaine sont les bienvenus pour
envoyer leurs propositions au plus tard le mardi, le 2 septembre 2008.
L'AMARC met un formulaire à disposition pour ceux qui veulent présenter la candidature de leur
pays.
Le conseil régional de l’AMARC Afrique, évaluera les propositions et prendra une décision. Le
conseil peut demander des informations supplémentaires à celle qui est présenté dans la première
proposition en vue de mieux analyser les propositions. En général, on privilégiera les propositions
que peuvent donner une contribution substantielle au développement de la radio communautaire
dans une sous-région et peuvent mobiliser davantage de ressources.
La 4ème Conférence Pan Africaine de l’AMARC Afrique devrait se tenir en avril 2009.

Africa: Call for proposal for hosting the Fourth Pan Africa
Conference of AMARC Africa 2009

AMARC Africa relaunches the call for proposals for hosting the fourth Pan African Conference of
AMARC Africa. Interested members be they community radio stations, association/ federation of
community radios in Africa region are welcome to send their proposals not later than the 2nd
of September.
The interested AMARC AFrica members are invited to respond using the form provided by AMARC
International Secretariat.
The Regional Board of AMARC Africa will evaluate the proposals and arrive at a final decision. The
board may seek information beyond what is provided in the first proposal for analysing the
proposals. Usually, more value will be attached to proposals that stand to make substantial
contribution to the development of the CR sector in a sub-region and commit to greater resource
mobilisation.
The fourth Pan African Conference of AMARC Africa is expected to take Place in April 2009.

TRAINING / FORMATION
WORLD: BROADCAST JOURNALISM COURSE TO BE HELD IN THE NETHERLANDS

The Radio Netherlands Training Centre (RNTC) invites mid-career journalists to apply for its
International Course in Broadcast Journalism focusing on social conflict and cohesion.
The course will be held over a 12-week period in Hilversum, from February 2 to April 14, 2009.
Aimed at mid-career broadcast journalists from developing countries, the international course
seeks to strengthen the capacity of broadcast journalists and the organizations they work for.
Fellowships available for journalists from 57 countries will cover the cost of the course as well as
travel and accommodation expenses.

Gabon: Silence radio à la radio panafricaine « Africa N° I »

Les agents de la radio panafricaine « Africa N°1 », observent depuis jeudi [NDLR: 31 juillet 2008],
un mouvement de grève illimité, résultat du licenciement d'environ une centaine d'agents et du
non versement de leur droit, a constaté GABONEWS.

Nigeria: Nigerian regulator invites radio licence applications

Nigeria’s National Broadcasting Commission (NBC) says it is ready to provide radio broadcasting
licence to anybody who duly applies for one. The Director-General, Yomi Bolarinwa, made this
known in Yenagoa on Wednesday at the ongoing 39th conference of the National Council of
Information and Communications (NCIC).
He said radio licences would be granted to any area except Lagos, Abuja and Port Harcourt,
stressing that “NBC has the responsibility to grant licences to any state to enable every part of the
country to have signals. “But we noticed that radio broadcast licence applications were mostly from
Lagos, Abuja and Port Harcourt. We cannot continue like that because other places also need to be
developed .’’
Bolarinwa, however, said that if people were not willing to apply from other areas, there was
nothing the commission could do.
For television licensing, he said, the commission was reluctant in granting licence to applicants
“because we want to finalise the transition from analogue to digital broadcast. “If people apply
now, it may be difficult to grant them a licence because of the transition.”

Liberia: Press Union names Star Radio as radio station of year
Star Radio was selected by a panel of eminent individuals headed by Madam Meg Riggs, head of
the Public Diplomacy Section at the United States Embassy in Monrovia. The PUL [Press Union of
Liberia], as a means of encouraging professionalism in the media industry, awarded the station
with a modern double-deck tape recorder player and a pack of CDs.
Two journalists of Star Radio were also awarded for their outstanding performances during the
year. The panel named Vivian Gartayn, Best Newscaster and Bruce Boweh, Judicial Reporter of the
year. The PUL gave Vivian a modern double-deck tape-recorder player and presented to Bruce a
mini-Tiger generator. [...]

Burkina Faso: Prix CNN en journalisme - Issa Napon inscrit son nom au
palmarès

Ouezzin Louis Oulon de la Radio nationale du Burkina (RNB), Ramata Soré de l'Evénement, Alain
Zongo dit Saint-Robespierre de l'Observateur paalga. Désormais, il faudra ajouter à cette liste de
journalistes ayant décroché le prix CNN Multichoice African Journalist le nom de Koumouréoua Issa
Napon de la RNB. Il vient, en effet, de recevoir ce prestigieux trophée le dimanche 19 juillet 2008 à
Accra, au Ghana.
Devant un parterre de personnalités, dont le président ghanéen, John Kufuor, réunies au States
Banquet Hall d'Accra, Issa Napon ne savait sans doute pas encore qu'il sera désigné lauréat parmi
les 23 finalistes du prix CNN Multichoice African Journalism 2008. On imagine la joie qui l'animait
lorsque son nom fut cité en catégorie Actualité générale francophone, radio télé.
Il venait ainsi d'être lauréat 2008 de cette prestigieuse compétition, dont rêvent de gagner nombre
de journalistes. Le Burkina Faso semble abonné à ce prix. Déjà, Ouezzin Louis Oulon, Ramata Soré
et Alain Zongo Saint-Robespierre avaient eu la chance de goûter à ses délices. Issa Napon vient
d'emboîter leur pas, en présentant un reportage de belle facture intitulé : "Yako, situation des
enfants orpailleurs", dans lequel il a décrit avec professionnalisme la précarité des conditions de vie
et de travail sur un site aurifère.

Une Å"uvre qui a retenu l'attention du Jury international, dont fait partie un Burkinabè, en
l'occurrence Brahima Ouédraogo de la RNB, réuni à Londres pour statuer sur les candidatures à lui
soumises. Venu à notre rédaction pour présenter son trophée, notre confrère de la RNB a tenu à
préciser que "ce prix apporte une embellie à ma carrière de jeune journaliste.
Mais, c'est le fruit d'un travail d'équipe, puisque je ne l'ai pas produit seul, mais avec l'appui de
techniciens et le soutien de mon directeur, Lamoussa Robgo, qui m'a permis de faire le
déplacement à Accra". Un couronnement qui va sans doute le galvaniser à travailler davantage
pour exceller dans son métier. Il faut noter que le prix est composé d'un ordinateur avec tous les
accessoires et d'une "somme substantielle".

Nigeria: Federal Government Tasked On Community Radio

The Federal Government has been urged to urgently promulgate a national policy that would
facilitate the establishment and operation of community based radio stations in the country.
In an interview with Daily Trust, a member of the committee on community radio and also an
expert in Mass Communications, Professor Umaru Pate, said, "Nigeria is the only country that is yet
to enact policy on community radio in the whole of West African sub-region".
Professor Pate said the absence of community radio in Nigeria does not reflect the leading status of
the country in the sub-region.
"Nigeria as the giant of Africa should give the direction for other nations to follow, particularly on
issues of importance like community radio", he said.
He said the advantages of community radio are enormous as it will strengthen our existing
democracy, facilitate development process, build bridges across communities, act as a voice for the
voiceless and enhance participation of all citizens in the development process.
Pate equally allayed fears that "community radio may be hijacked by destructive interests just as
what obtained before the deregulation of the broadcast sector".
He, however, expressed optimism that with an appropriate policy regime and clear operational
framework, community radio will promote unity, development, transparency and accountability in
governance.

DRCongo: New radio station planned by Belgian troops in DR Congo

Members of the Belgian armed forces in the Congolese province of West-Kasai are planning to set
up a radio station to inform the local population about why they are there, and what they are
doing. Technical and editorial staff will be recruited locally. This isn’t the first such radio station
operated by the Belgian forces. Earlier there was a similar station, Radio Rafiki, in Eastern Congo.
There are about 30 Belgian troops in Kananga, the capital of West Kasai in the centre of DR Congo,
where they are giving training to the Congolese army.

Tunisie: Cérémonies d'installation des nouveaux directeurs des radios de
Gafsa et du Kef

MM. Zouheïr Ben Ahmed et Hedhili Kacem, respectivement directeur de la Radio de Gafsa et de la
Radio du Kef, ont pris leurs fonctions à la tête de ces deux institutions médiatiques, lors de
cérémonies organisées aux sièges des deux radios.
Présidant ces deux cérémonies, M. Mansour M'henni, président-directeur général de la Radio
tunisienne, a souligné l'attention particulière que le Président Zine El Abidine Ben Ali accorde au
développement régional, ainsi qu'à l'information régionale et aux radios régionales.
Les nouveaux directeurs des Radios de Gafsa et du Kef ont exprimé leur reconnaissance au Chef de
l'Etat pour la confiance placée en eux, affirmant l'engagement à fournir tous les efforts possibles en
vue de consolider la mutation qualitative enregistrée par l'information régionale, en général, et par
l'information radiophonique régionale, en particulier.

The World Association of Community Radio Broadcasters AMARC announced today that it will be
very actively participating in the Our Media 7 Conference to be held in Accra, Ghana from August
11 to 15, 2008. The activities will be part of the celebration of the 25th anniversary of AMARC [...]
Within the framework of Our Media, African members
of AMARC Africa will be carrying a consultation workshop entitled “What Vision for a Community
Radio Network in Africa: Rebuilding the AMARC Africa Network” in preparation of the Pan African
Conference and general Assembly to be held by AMARC African members in April 2009.
Founded in 2001, OURMEDIA is a global network with the goal of facilitating a long term dialogue
between academics, activists, practitioners and policy experts around citizen media initiatives. OUR
MEDIA is about building an alternate world, rooted in local knowledge, anchored in strong identities
but also connected to global networks, open to “otherness” diversity and inclusion. OUR MEDIA 7 is
coming to Africa for the first time and AMARC is actively involving itself in OM 7. For further

OUR MEDIA 7 has selected three sub themes – Identity, Inclusion and Innovation – that are key
dimensions of alternative communication. Community Radios members of AMARC consider this to
be a very good opportunity for reflecting on the social impact of the 25 years of the AMARC
community radio network in several areas, to explore the new challenges facing community radio
(gender, governance and inclusion; digital radio; legal frameworks, impact assessment
mechanisms), and congratulate Radio Ada on its 10th anniversary. Furthermore, AMARC Africa will
use the OM7 framework to hold a consultation workshop to define the vision for the rebuilding of
the AMARC Africa network entitled “What Vision for a Community Radio Network in Africa:

L’association mondiale des radiodiffuseurs communautaires, AMARC, a annoncé aujourd’hui qu’il
participera activement dans la conférence “nos médias 7” que se tiendra à Accra, Ghana du 11 au
15 août, 2008. Les activités font partie de la célébration du 25ème anniversaire de l’AMARC [...]
Dans le cadre de "Nos Médias", les membres de l’AMARC Afrique tiendront un important atelier de
consultation intitulé : “Quelle vision pour un réseau de radiodiffuseurs communautaires en Afrique:
la réconstruction du réseau de l’AMARC Afrique” en vue de la préparation de la conférence panafricaine et l’assemblée générale des membres que se tiendra en avril 2009.
Fondé en 2001, "Nos Médias" est un réseau international ayant pour mission de faciliter et
pérenniser un dialogue à long terme entre universitaires, militants, artistes, praticiens et experts
en politiques autour des médias citoyens. "Nos Médias" vise à bâtir un monde alternatif ayant pour
socle des savoirs locaux et des identités fortes, mais aussi interconnecté à des réseaux
internationaux. OURMedia/Nos Médias valorise l’alterité, la diversité et l’inclusion. Nos médias,

Six Internews-trained journalists participated in an international conference on the prevention and
treatment of HIV/AIDS in June. At the five-day Global HIV Implementers' Conference, held in
Kampala, Uganda, the journalists received valuable health journalism training as well as insight
into the epidemic.
As their own stations cannot afford to send them to international events, the six journalists, two
from Ethiopia and four from Kenya, were only able to attend the conference due to scholarships
from Internews. The scholarships were part of Internews’ Local Voices health journalism program,
funded by the President’s Emergency Plan for AIDS Relief

Kenya: oghisio says State has no problem with Kass FM

Information minister Samwel Phogisio yesterday dismissed claims the Government was planning to
stifle some vernacular radio stations.
But Poghisio maintained that the Government would repossess frequencies of dormant stations. He
said the Government upholds freedom of communication and independent media. He said his office
was not at war with any media house, especially Kass FM.But the minister told media houses to be
responsive and uphold professional ethics while discharging duty.
He said the Government would soon empower media houses financially to help them open more
frequencies. He asked media owners to remain objective and factual. The Kacheliba MP said
dwelling on politics was detrimental to national cohesion and asked media owners, especially
electronic stations, to focus on socio–economic developments and shun political debate. He was
speaking during the Radio Injili Service (RIS) 3rd Anniversary celebration held at Africa Gospel
Church (AGC), Kericho, where he was chief guest.
He said the Government plans to ensure the attainment of full digital television technology by

Soldiers of the Mauritanian presidential guard have occupied the presidential palace and seized
buildings of the state-owned radio and television stations in the capital Nouakchott*. The
president, prime minister and the interior minister have reportedly been arrested by the
presidential guard.
The Arab-language news channel al-Jazeera says the coup was prompted by the dismissal of two
senior officers, including the commander of the presidential guard.

Côte d'Ivoire: Elit’FM réduite au silence
Les auditeurs de radio Elit’, l’une des 3 radios-école du pays n’émet plus depuis une semaine. Les
responsables et le personnel ont été expulsés des locaux sis au quartier Deux-plateaux, dans la
commune de Cocody (Abidjan) en raison de 2 mois de loyer impayés. Lundi dernier, en pleine
émission, l’épouse du propriétaire des lieux a débarqué à la radio pour expulser les occupants. Ils
ont eu quelques heures pour récupérer leurs affaires, cependant l’émetteur n’a pu être emporté
lors de ce déménagement forcé. Cet important outil pour la radio est en ce moment bloqué puisque
les serrures et les clés des studios et bureaux ont été changées. L’heure est aux négociations afin
qu’une issue satisfaisante soit trouvée à cette situation. Depuis sa création, il y a maintenant
quelques années, c’est la 4ème fois que cette station déménage. Radio Elit’FM est en proie à
d’énormes difficultés depuis plusieurs mois ; elle a même vu nombre de ses animateurs aller
monnayer leurs talents sur d’autres radios. On apprend de sources dignes de foi que le promoteur
est sur le point de céder sa radio à de nouveaux gestionnaires.

Ghana: Police storm radio station, assault two media workers

On 5 August 2008, police officers stormed the premises of Radio Gold, an Accra-based proopposition FM station, and assaulted a number of individuals, including a station employee and a
newspaper graphic designer.
Fred Ayensu Lindsay, the station's financial controller, and Mohammed Caliph, a graphic designer
for the "Daily Guide" privately-owned newspaper, were assaulted and Lindsay was briefly detained
at the Dansoman police station in Accra.
MFWA's correspondent reported that the incident occurred after Radio Gold interviewed an activist
for the ruling New Patriotic Party (NPP). The activist was brought to the station by members of the
opposition National Democratic Congress (NDC) who accused him of engaging in electoral fraud in
the ongoing national voters' registration exercise.
The interview drew a large crowd to the radio station, including an NPP official who was unhappy
that the suspect was not handed over to the police instead. The official decided to unilaterally turn
over the suspect to the police. However, this did not go down well with the NDC supporters and
resulted in confusion.
According to MFWA's correspondent, at that moment the police stormed the station and began
beating people indiscriminately. Lindsay, who was speaking on his cell phone, was assaulted for
allegedly filming the incident, and taken to the police station. He was later accused of obstructing
the work of the police.
The police have since denied that they went to the station to harass the journalists, saying they
were called to the area because of an armed robbery.

There has been widespread condemnation of the police action. The Ghana Journalists' Association
(GJA) has appealed to the public to resort to the National Media Commission if they have any
grievances with the media.

Le 5 août 2008, des policiers ont envahi les locaux de Radio Gold, une station de radio FM proche
de l'Opposition basée à Accra, et se sont mis à brutaliser les gens, y compris un employé de la
station et un maquettiste de journal.

battre les gens sans distinction. Lindsay qui était en train d'utiliser son téléphone cellulaire a été
agressé pour avoir prétendument filmé l'incident. Il a été conduit au commissariat de Police. Il a
ensuite été accusé de faire obstacle au travail de la Police.
Pour l'heure, l'action policière a été dénoncé tous azimuts. L'Association des Journalistes du Ghana
(GJA) lance un appel à tous les Ghanéens de saisir la Commission National pour les Médias de
toutes les doléances éventuelles contre les médias.

Mauritania: Mauritanian Broadcasts Returning to Normal after 6 August
Coup
As of 8 August, state-controlled radio and TV seem to have restored a sense of normality to their
operations. Signals of the radio and TV's satellite transmissions have been uninterrupted. The TV's
sound level was very low during the morning, though it became more distinct as the day
progressed. BBC Monitoring's observations over the years indicate that Mauritanian TV has often
suffered from this technical problem.
Algerian radio reported on 7 August the sacking of the director-generals of both TV and Radio
Mauritania. According to the report, some parliamentarians, many who resigned on 4 August, had

been complaining that "official media had refused to cover their activities". […]
Radio
On the morning of 8 August, Radio Mauritania broadcast Koranic verses, a common practice in
Islamic countries, especially on Fridays.
The radio appeared to have restored its normal programming, airing Mauritanian folk music.
At 0900 gmt, the radio broadcast its regular newscast. The Arabic-language bulletin included news
about Arab League officials visiting Mauritania, statements from parliamentarians supporting the
coup as well as a wide selection of international news. French and national dialects' news bulletins
followed.
Additionally, Radio Mauritania broadcast the coup statements intermittently but not as frequently
as the TV.

Côte d'Ivoire: ONUCI FM reçoit le Prix International de l’Excellence en
Radio

ONUCI-FM, la radio de l’Opération des Nations Unies en Côte d’Ivoire (ONUCI) a reçu, mercredi 06
aout, à Abidjan, au siège du Bureau du Fonds des Nations Unies pour l’Enfance (UNICEF) en Côte
d’Ivoire, le prix ICDB de l’excellence en radio. Ce prix attribué par l’Académie Internationale des
Arts et Sciences de la Télévision a été remporté par ONUCI-FM en novembre 2007.
« Il s’agit-là d’un bel exemple de la collaboration entre différentes agences du système des
Nations-Unies », a déclaré Alexandra Westerbeek, chef de la Communication de l’UNICEF en Côte
d’Ivoire, en remettant le prix à ONUCI FM.
L’émission radiophonique d’ONUCI FM qui a été primé avait bénéficié du soutien de l’UNICEF et du
concours du service radio du Réseau d’Informations Régionales Intégré des Nations Unies (IRIN) en
Côte d’Ivoire.
La distinction attribuée dans le cadre de la Journée Internationale de la Radio et de la Télévision en
faveur des enfants (International Children’s Day of Broadcasting Award, ICDB), a récompensé un
programme d’ONUCI FM consacré aux jeunes et aux enfants sur le thème du VIH SIDA. L’émission
consistait en une table ronde au cours de laquelle de jeunes enfants ont porté leurs regards
dépourvus d’hypocrisie sur la pandémie, sa prévention et la sensibilisation chez l’enfant et la
jeunesse.

Côte d'Ivoire: L'ONG Vecom-KD fait don d'une radio à la commune de
Kouto
"Radio Kouto FM" vient d'être créée dans la commune de Koutou, dans le département de Boundiali
(Région des Savanes-Nord de la Côte d'Ivoire).
Cette radio de proximité émet dans un rayon de 70 Kms. Sa mission, disent les responsables, est
d'impulser le développement local.
Radio Kouto FM a été créée par l'Organisation Non Gouvernementale "Espoir Communication Koné
Dossongui" (ONG Vecom-KD) du Député Koné Dossongui. Lors de la cérémonie d'inauguration, le
samedi 19 juillet 2008, le parlementaire a offert une cinquantaine de sacs de riz et autant de
postes radio aux autorités traditionnelles venues des villages et sous-préfectures du département,

Côte d'Ivoire : Radio Agnia FM silencieuse
Les émissions de la radio Agnia FM d'Abengourou (210 Kms au Nord-Est d'Abidjan) ne peuvent être
reçues en ce moment. Cette situation dure depuis plus d'une semaine.
Selon un confrère, "l'émetteur a pris un coup de foudre".
Créée en 2007, la radio d'Abengourou, propriété du Conseil Général dudit département (collectivité
territoriale décentralisée), émet sur le canal 98.1 FM, et elle serait reçue dans les localités du
Ghana voisin.

Namibia: Karas Radio to Hit Airwaves
The latest licensed community radio station, Karas 102.3 FM, will go on air in Keetmanshoop by the
end of the month, reported station manager, Anwar Thomas.
According to the Namibian Communications Commission, the station was granted its broadcasting
licence on July 7.
After its launch on May 31, the station underwent a seven-day trial broadcasting period and again
a three-day trial period to market the station, in the same month.
"Over the three-day trial period, we have received as many as 50 calls," said Thomas, adding that
the station at this time would cover a 50-km radius, with the station frequency also spilling into
adjacent Tses, Berseba and Karasburg.
He said the station would soon appoint a programming committee to draw up a broadcasting
schedule, adding that due to the station's nature, a large proportion of airtime would involve
community participation, which would include open forum days every three months.
"We would have space for public notices and requests from the public, and cater for special groups
such as school children and the elderly and provide a platform for non-governmental organisations"
Thomas said.
With the assistance of Cape Town-based community radio station, Bush Radio, 21 volunteers have
been trained, of whom five are still actively volunteering at the station. A further 18 volunteers will
be sent to Bush Radio for training with the help of the Friederich Ebert Foundation (FES), "to make
Karas Radio a model radio station", said Thomas.
"We will also look at training in marketing and sales, because that would be the life-blood of the
station to ensure sustainability of the project," said Thomas.
MTC has sponsored the radio station's launch, but Thomas said the station has so far no major
donors, emphasising that support from local businesses would be vital to keep the station on air.

The business plan of the station projects that its broadcast range extends over the entire Karas
region within a number of years and that it becomes "donor-independent".
It envisages greater collaboration in the greater Karas and northern Cape twinning initiative,
wooing investment from the northern Cape regions to eventually invest in a bigger broadcast
signal.
Although the station would in all likelihood broadcast predominantly in Nama - "because that is the
character of the South" - Thomas said other languages would also be accommodated.
The station has its office in Keetmanshoop's Tseiblaagte.
Salmaans Jacobs is the chairperson of the station's seven-member board.

Kenya: Broadcaster Probed Over Frequencies
A parliamentary committee is investigating how the Royal Media Services acquired 61 radio
frequencies.
The chairman of the Committee on Communications James Rege disclosed that Royal Media
Services had the second highest number of radio frequencies. National broadcaster KBC has 84 FM
frequencies, the highest number in the country.
"The committee that I chair is currently investigating how one person acquired all these
frequencies and we will bring our findings to this House," he said.
Royal Media Services runs Citizen TV, Citizen Radio, Inooro, Mulembe FM, Ramogi FM and other FM
radio stations. It is owned by Mr S.K. Macharia.
Information minister Samuel Poghisio said that Royal Media Services had the second highest
number of frequencies but failed to declare the amount of money paid to acquire them.
Deputy Speaker Farah Maalim intervened to block Mr Poghisio from replying to a question by
Ikolomani MP Bonny Khalwale (New Ford-K), who wanted the minister to confirm whether the
businessman was paying less for the frequencies than other broadcasters.
"There are no special fees per media house but the charges are reviewed from time to time. It is
also true that some companies have not paid for the frequencies and the House is at liberty to
investigate," said Mr Poghisio.

Dr Khalwale was dissatisfied with the answer that there was no special fee attached to a frequency
and that the charges were reviewed from time to time.
"Can the minister confirm that it costs Sh130,000 per frequency and that the Royal Media Services
pays only Sh30,000 per frequency?" he asked.

Nigeria: Voice of Nigeria plans three new language services

In an interview for The Channel, the magazine of the Association for International Broadcasting
(AIB), the Director-General of the Voice of Nigeria talks about the station’s expansion plans.
Abubakar Jijiwa tells the AIB that “we are planning three new languages, Chinese and either Hindi
or Urdu, and Portuguese as we want to reach out to Lusophone Africa. The Chinese are already
doing very well in their Hausa service of China Radio International. Hausa probably has the
capacity for 100m listeners, and that’s why others are targeting in the Hausa language. We are
currently looking at the funding for Mandarin - our signal gets into China very well and we get a lot
of letters from English listeners in China.”

Qualifications :
The ideal candidate has training and/or five-year experience in an NGO/ community development
environment and has proven interest for the field of community radio. She/he has basic skills in
project development and management, in activities coordination, including financial, logistics and
administrative follow-up. She/he has some experience in communications, and has good
speaking/writing skills in English and French. Some Portuguese is an asset. She/he has good
computer and Internet skills and as experience in website updating.
Working conditions ::
One-year contract with 3 months probation. Remuneration according to AMARC Policy.

Guinée: Kaleb Kolié de la radio privée Familia FM menacé

"Depuis plus de trois jours, ce sont des appels téléphoniques et des SMS menaçants que je reçois"
nous informe le directeur de la radio communautaire Familia FM. "Ce matin, ce sont des jeunes
costauds qui m''ont attaqué à cinq cent mètres de ma maison, à Lambandji (NDR: commune de
Ratoma) alors que je sortais de mon quartier pour aller à la radio (sise à Koloma-marché,
commune de Ratoma, NDR) ajoute mon confrère, qui a déjà fermé son téléphone et est devenu de
plus en plus rare dans son émission quotidienne, très suivie. "Tous les appels me menacent de
mort, si je n''arrêtais pas cette émission..." se plaint le directeur de Familia FM, avant de nous lire
le dernier SMS reçu : "Si tu n''arrêtes pas ton foutu société débat, tu es société mort ! "
Inaugurée le 15 décembre 2006, la première radio communautaire privée de Guinée a lancé, par
les soins de son directeur, l''émission interactive "Société-Débat" le 23 mai 2007. Recevant les
acteurs publics et privés, Kaleb Kolié ouvre un téléphone qui permet aux auditeurs d''appeler pour
interroger directement les responsables à tous les niveaux : présidents d''institutions républicaines,
ministres, députés, dirigeants politiques, diplomates, journalistes, syndicalistes, hauts cadres de
l''administration... chacun passe répondre aux interrogations des Guinéens dans "Société-Débat".
Aujourd''hui, après 197 émissions, "Société-Débat" s''est imposée, aux dires de nombreux
auditeurs, dans la pluralité d''émissions proposées par les six radios privées qui émettent
actuellement à Conakry.
Selon plusieurs commentateurs, les ennuis du directeur de Familia FM seraient consécutifs au
débat qu''il a animé le samedi 9 août dernier : pour commenter les décrets et contre-décrets
enregistrés en ce début août, Kaleb Kolié a fait appel à trois directeurs de journaux privés. […]

Guinée : Rio Tinto finance la construction d'une radio à Beyla

Lundi 11 aout, sur la principale place de Beyla, sise après le quartier Djakolidou, une population
endimanchée et festive attend l’inauguration de sa première radio communautaire, financée à
hauteur de 75 millions de francs Guinéens [NDLR: env. 11.000,00 EUR] par Rio Tinto.
"L'objectif de la radio de Beyla est d'aider les communautés à developper leur capacité de
communication dans la région. Les programmes qui couvrent la préfecture de Beyla et une partie
de Kérouané, permettront la diffusion de message d'utilité publique. La synchronisation avec les
nouvelles de la Radio Nationale, renforcera la réception par les populations de Beyla les information
sur la Guinée, l'Afrique et le monde.", précise Jordan Feilders, responsable de la communicaton de
Rio Tinto
« Il s’agit de la 18ème radio communautaire de Guinée, nous avons pu corriger toutes les
difficultés que nous avons eues dans les autres radios. Compte tenu de la Chaîne de Bronkedou, les
7 sept sous- préfectures situées derrière la chaine ne pouvaient pas capter cette radio, il a fallu
installer un relais. Ce qui fait que Beyla exceptionnellement a bénéficié de deux sites. », Explique
Mamoudou Conté, directeur technique des Radios rurales de Guinée « C’est un outil qui va
accompagner la population rurale dans le développement, c’est cela sa première mission. Dans la
grille, il y’aura des programmes sur les techniques agro-pastorales, la sensibilisation et la lutte
contre le VIH/SIDA, le renforcement de la décentralisation etc.… », Conclut le technicien.

Sierra Leone: Ruling party militants ransack opposition radio station,
knock it out of service

On 13 August 2008, Unity Radio, a Freetown-based radio station owned by the opposition Sierra
Leone Peoples Party (SLPP), was ransacked by supporters of the ruling All People's Congress party
(APC), disrupting the normal broadcast of the station.

MFWA's correspondent reported that the attackers stormed the station, which is located within the
premises of the SLPP's headquarters, and took away the studio's power generator.
The attack followed clashes between supporters of the two main parties that prompted a meeting
at the State House. After the meeting, security personnel manhandled several journalists and
opposition representatives.
Michael Charlie Hinga, the station's general manager, told MFWA's correspondent they are working
around the clock to resume active broadcasting in the coming days.
However, the Sierra Leone government has expressed concern over the clashes between political
party supporters and the attacks on journalists caught in the crossfire.
"We have allowed the media in this country to practice freely, and therefore we should also be able
to protect members of the media," the BBC quoted Ibrahim Ben Kargbo, the minister of
information, as saying.
