6. Mr, LODGE (United States of America); The
Sovi.et Union attempts by its amendments [S/4132j
to link the admission of the Hcpnblic of Korea with
tllat of ~he puppet North Korean regime. The North
I(orean regimc has never been found qualified for
mcmbel'shill by Lhe United Nations. It has received
nO recognition, no acceptance. olrtside of the Sovict
bloc, Unlike the RepUblic of Korea, which is re.garded
lJy the United Nations I\S the only lawful Government
in Korea, the NorLh Korean regime has lleen condemned
by the United Nations as all aggressor. It foughl
against the Unitl'd Nations in pursning its aggression,
aided and abetted by Conmmnist China and its other
Communist masters, and it continues to defy the
United Nations. No wonder the United Nations
rejects the attempts of the S\wiet Union to obtain
Ullited Nations acceptance ofthe North Korean regime.

assertions aboll1. the so-called withdrawal of Chinese
Commllllist. troops from North Korea. It is indeed
a .. so-called" and not a true withdrawal, because it
brought about no real change in the threat of Communist military power against the Republic or Korea
and to international security in that area. It is a
propagand<l gesture and nothing more. It has not
deluded auyollc, and I feel quite sure it has not deluded
Mr. Sobolev. Nor can it obscure the fact that the
Communist authorities refuse to accept the fair nnd
just plan for unification favoured by the majority of
the United Nations.

In conclusion, this is perhaps as good a time us
any to repeat tilC position of the United States on the
question of admitting Outer Mongolia to the United
Nations. The United States is opposed to its admission.
We do not. think Out.er Mongolia is qualifled; we do
not think it is independent; find we do not think it
is a State. I have said all this before, and nothing
has happened since to change this view.

9. Mr. JAWAD (Iraq): The Iraqi delegation wiIl
abstain on the question of Lhe admission of the Republic
of Korea because of the complex nature of the international and national problems involved.

10. We have always believed in and wor]ced for t.he
principle of universality of membership in th~ Unit~d
Nations. This is why, in our opinion, t.he application
of Korea, as well as t.hat of Viet-Nam, should not and
indeed cannot be divorced from other pending applications before the Council, but should be included in
a common approach to the entire problem of pending
applications. To us, this is an essential part of the
universality of membership.

In my delegation's view, the draft resolution submitted
by the delegations of France, Japan, the Unit.ed Kingdom ~llld the United Stales has a fair and equitable
purpose, the admission of the Republic of Korea to
membership in the United Nations. I say that the
purpose is fair and equitable because, as stated in the
draft resolution, it endorses the opinion expressed by
the General Assembly on various occasions and reaffirmed at. its twelr-th session. For these reasons, my
delegation will vote in favonr of the draft resolution.

the amendments submitted by the Soviet Union,
because the first amendment proposes the deletion of
the paragraph of the joint draft resolution which refers

States for several yenrs insisted on the withdrawal of

withdrawn, the United Stales casts doubt on whether
tIle withdrawal -- or the removal - has taken place.

nowhere provides that a General Assembly decision is
an e~senlial prior coudition fur the admi5sioll of a
sovereign State to the United Nations. There is, I
repeat, 110 such condition in tlle Charier. Accordingly,
tllis cannot be advanced as a prerequisite for taking a
decision on the application of any State for admission

reasons are identical to those which I stated for
favouring the admission of Korea, and I shall therefore

The United Kingdom has had a particular interest
in the affairs of Viet-Nam, because of the leading part
which we played in th{'. negotiations at Genrva in 1954,
which enabled the State (}f Viet-Nam to establi.'1h.
itself in peace and independence. We regret that iL
has not, so far, been possible to carry out the measures
for the reunification of Viet-Nam provided for in the
Geneva Agreement. But that is 110 reason for delaying
admission to tlte United Nations of a State which, in
the past few years, has in our view proved itself fully
qualifIed for membership. We believe that Viet-Nam
would have an important and valuable Pflrt to play
jn the work of the United Nations and we would very
much like to see this worthy and well-qualifIed State
admitted to membership.

']11e French Government has always been strongly in
favour of the admission of Viet-Nam, an action that,
in. our opinion, has been delayed far too long.

of the International Commission for Supervision and
Control in Vjet-Nam, which is supposed to operate
both in the territcry under the control of the Govern~
ment of Viet-Nam, and in the territory under the
control of the Government of the Democratic Republic
of Viet-Nam. With deference to this position, my
delegation will abstain on the applicRtion of Viet-Nam,
since we feel that we should not cast a vote affecting
this divided country, for it might reflect on the impartiality required by our membership in the International
Cummission,

a special report on sub-items (a) and (b) of the agenda
to the General A.~sembly. According to the procedure
which we have followed in the past, the Secretariat
will draw up a summary of the matters whicll have
been taken up by the Council at this meeting. This
summary will be circulated among the members of
the Council, and ii no objections to it have been found
within forty-eight hours, the summary will be considered as adopted.
