October 27, 2009 CALL FOR PROPOSALS: SELECTION OF SIX LEAD COLLEGES FOR ESSENTIAL SKILLS INITIATIVES Canadian Colleges and Institutes and Workplace Essential Skills: Working with the Community The Association of Canadian Community Colleges (ACCC) invites you to submit a proposal to lead a 12-month initiative as part of the above project. This project is funded by Human Resources and Skills Development Canada (HRSDC). It began on April 20, 2009, and will continue until April 19, 2011. A project summary is found online at www.accc.ca/essentialskills/projects/community.htm. The goal of the project is to promote the development of Essential Skills (ES) within three target groups—Aboriginal people, immigrants and Francophones outside Quebec—in order to facilitate their access to the job market or professional advancement. ES tools and approaches will be created and tested by colleges/institutes with participating employees and job seekers. Six lead institutions will be selected to develop innovative ES practices. These institutions will work closely with several test colleges to examine and validate the tools. Given the national scope of the project, it is important to establish partnerships between ACCC member institutions throughout the country. The lead institutions will supervise the test colleges and will report on their progress. Your proposal must be sent to the ACCC Secretariat by November 15, 2009, before 5:00 p.m. local time, by e-mail to: [email protected] and must indicate ACCC Project—Working with the Community as well as the name of your college/institute. The proposal must include: an introductory letter signed by an authorized manager from your institution; a letter of commitment signed by each of your partners (test colleges); and a completed proposal form. You will find attached a guidance document as well as the required proposal format. Using the Guide and Form We advise that you carefully read the information in this guide. You must include your information in the appropriate sections on the form. The form should be completed using Arial 11-point font and be no longer than six (6) pages, excluding the cover letter, commitment letter and appendices, if applicable. Please refer to the table at the end of this guide for the lengths required for each section of your proposal. Individual sections of the form are described below. 1. Initiative Purpose The underlying purpose of your initiative must indicate how you will be addressing a given problem within the target group. It is important that the purpose of your initiative be clearly linked with the goal of the national project (see page 1 of this document). 2. Target Group and Experience with this Group The groups targeted by the project are Aboriginal people, immigrants and Francophones outside Quebec. Justify the choice of your specific group and describe your work experience with this group. Each college/institute involved (lead institution and test college) is expected to work on average with 15 to 20 employees and/or job seekers. 3. Problem(s) Identified This section describes the problem(s) that your initiative is proposing to solve. Clearly describe the problems that justify the actions you plan to take (creation and/or adaptation of ES tools and/or practices regarding the employability of your target group). 4. ES Focus and Experience The national project targets the development of one or more ES, i.e., reading, document use, numeracy, writing, oral communication, working with others, thinking skills, computer use and continuous learning. Indicate and justify your focus on a specific ES and describe your experience integrating ES into the workplace. 5. Target Companies Please outline the companies with which you will interact as a priority and the economic sector(s) targeted. Justify your choices. On average, we anticipate four to five companies per institution. 6. Roles and Responsibilities of those Involved Describe the roles and responsibilities of the practitioners from your institution who will be involved in the initiative (names and titles). A primary ES practitioner must be named and must be able to devote one to two days a week to work on the initiative. Call for proposals Project: Working with the Community Page 3 of 6 The lead institution will also be responsible for supervising the activities of the test colleges associated with the initiative. 7. Test Colleges and Experience in Partnership Projects Under the project, a lead institution is expected to work with four test colleges. However, we will consider proposals with a minimum of two test colleges, and other initiatives with a maximum of six. Present the test colleges with which you plan to work, indicate the reason for your choices, and include a letter of commitment for each college. Take into account the national aspect of the project in order to work with colleges outside of your province or territory. A non-exhaustive list of colleges working with each target group has been appended, as well as a template for the letter of commitment. In addition, please describe your experience in implementing partnership projects. 8. Expected Results and Methodology Describe the expected results of your initiative with respect to the target group, the material to be produced, in-company activities and dissemination of results. The results must contribute toward the purpose of your initiative. An outline of the proposed methodology is also required. 9. Initiative Term and Activity Process The initiative cannot start before January 15, 2010 and must end by January 15, 2011 for a maximum period of 12 months. Present the chronological progress of the activities relative to the expected results. 10. Budget The amounts mentioned below are for information purposes only and are based on a typical initiative for a lead college working with four test colleges. ACCC reserves the right to adapt the amounts based on the initiative characteristics. You must identify the major types of activities and costs related to the budget items listed below. Please indicate the amount of any in-kind contribution from your institution and your partner institutions. • • Budget items Professional fees (specify the activities and level of involvement of employees) Development (material and promotion) Average allocated for these two items: $40,000 Two national meetings are planned: the first in the winter of 2010 and the second in the spring of 2010. Furthermore, a national forum will be held in the spring of 2011. ACCC will directly pay for the expenses related to these activities. Lead College: Indicate the name and address of the college/institute submitting the proposal. ES Representative for Target Group: Indicate the name, title, telephone number and email address of the person who will act as the main practitioner for the college/institute. Test Colleges: Indicate the names and addresses of the colleges/institutes with which you plan to work (test colleges), including telephone numbers and e-mail addresses of the contact people. Budget Call for proposals Project: Working with the Community Page 6 of 6 Letter of Commitment for a Test College As part of the national project Canadian Colleges and Essential Skills in the Workplace: Working with the Community, funded by Human Resources and Skills Development Canada and managed by the Association of Canadian Community Colleges (ACCC), the (name of lead institution presenting a proposal) is submitting a proposal to work as a lead institution for the (Aboriginal people, immigrants or Francophones outside Quebec) target group. Between two and six test colleges must take part in implementing this project with this lead institution. The (name of the test college) is interested in taking part in this project as a test college and has the resources needed to do so, i.e., a practitioner who has worked with the above-mentioned target group and who is available approximately one day a month. The college projects will start in mid-January 2010 and will end in mid-January 2011. Each test college will receive $5,000 for the project term. The role of the colleges will be to test the Essential Skills (ES) tools and approaches developed as part of the project, and send to the lead institution its feedback on the effectiveness of these tools and approaches for employees and job seekers within the target group identified. In its activities with the target group, each test college will be supported by its lead institution as well as by an ES expert experienced in working with the target group.
