Workshop del Progetto STRADA sulle strategie di mitigazione del rischio valanghe frequenti
lungo vie di comunicazione e nei comprensori sciistici in Italia e Svizzera

Gli addetti alla sicurezza valanghe devono spesso prendere decisioni sulla chiusura di strade, linee
ferroviarie o comprensori sciistici. Tali decisioni sono spesso difficili a causa della mancanza sia di
previsioni locali specifiche sulla possibile evoluzione della caratteristiche del manto nevoso e delle
condizioni meteorologiche, sia della loro influenza sulla dinamica delle valanghe previste e delle
distanze di arresto.
Gli attuali metodi di gestione del rischio valanghe non prendono in considerazione una
correlazione diretta tra le proprietà del manto nevoso e la dinamica delle valanghe e,
conseguentemente, si riscontra una mancanza di strumenti di decisione adeguati. Questo progetto
di ricerca è un’azione del progetto STRADA (focalizzato anche su altri rischi naturali), nell’ambito
del Programma Operativo di collaborazione in Europa per le zone transfrontaliere, Italia / Svizzera
2007/2013, e si propone di sviluppare strategie di adattamento per la gestione del rischio delle
valanghe frequenti correlate ai cambiamenti climatici in Europa. Il progetto aspira a sviluppare
nuova conoscenza sul distacco di valanghe frequenti, migliorando le procedure d’identificazione
automatica delle aree di potenziale distacco e permettendo di stimare meglio le distanze di
arresto, prendendo in considerazione le influenze del manto nevoso sulle aree di distacco,
scorrimento ed accumulo.
Alla fine del terzo anno del progetto STRADA, questo evento divulgativo sull’analisi delle valanghe
frequenti (parte dell’azione 4 del progetto) si terrà a Valtournenche, Valle d’Aosta dal 6 al 7 marzo
2013. Durante le due giornate il workshop fornirà una panoramica dei risultati raggiunti oltre ad
offrire una tavola rotonda sulle diverse metodologie di gestione del rischio valanghe lungo le vie di
comunicazione ed i comprensori sciistici, i problemi riscontrati e la definizione dei margini di
miglioramento con un focus specifico sulla gestione dei rischi naturali a scala locale (ad esempio
commissioni valanghe locali o altre organi locali), riunendo i ricercatori, gli amministratori ed i
gestori che lavorano nella progettazione, ottimizzazione e analisi dei metodi e delle strategie di
mitigazione del rischio valanghe.
L’obiettivo del workshop è quello di realizzare un confronto tecnico scientifico ed uno scambio di
opinioni sul tema, soddisfacendo una vasta gamma di problematiche, approcci ed esperienze. Il
programma sarà organizzato in modo tale da promuovere l'attività di confronto tra i partecipanti,
tra cui un’escursione sul terreno.

STRADA Project Workshop on risk mitigation strategies for frequent snow avalanche along
roads, railways and ski areas in Italy and Switzerland
Breuil-Cervinia (Aosta Valley – Italy) March 6th-7th, 2013. At the conference hall of the Society of

Avalanche safety personnel often face with the problem of whether to close a road, a railway or a
ski slope. Such decisions are often difficult, due to the lacking of local and specific forecast about
the possible evolution of snow cover characteristics and weather, as well as their influence on
avalanche dynamics and forecasted run out distances.
Present avalanche risk mitigation methods do not take into account a direct correlation between
the properties of the snowpack and the avalanche dynamics and, consequently, there is a lack of
dedicated decision-making tools. This research project is one action of the STRADA project
(focused also onto other natural hazards), inside the Programme of collaboration in the European
cross-border zones, Italy/Switzerland 2007/2013, and its aim is to develop adaptation strategies
for managing the risks of frequent avalanches related to climate change in Europe. The project
aims to develop new knowledge onto frequent avalanche releases, improving a procedure to
automatically detect potential areas of avalanche detachment and to better estimate the run out
distances of frequent avalanches taking into account the effects of snow cover, both in the release
and run out area.
At the end of the third year of the the STRADA project, this workshop on the analysis of frequent
avalanches (as part of project action 4) will be held in Valtounenche, Aosta Valley – Italy, the 6th
and 7th of March 2013. During the two days this event will provide an overview of the results
achieved, as well as offering a panel discussion onto the different methodologies of snow
avalanche risk management along roads and inside ski areas, the problems encountered, the areas
for improvement with a specific focus onto risk-based management of snow avalanches at local
scale (e.g. local avalanche commission or other safety authorities) bringing together researchers,
administrators and managers working in design, optimization, and analysis of risk mitigation
strategies and methods.
This workshop goal is to have a single track meeting with lively scientific and technical discussions
and exchange of views, and to accommodate a wide variety of backgrounds, research attitudes
and practical experience. The program will be organized in such a way to promote networking
activities between the participants, including an outdoors excursion.

STRADA Projekt Workshop: Strategien zur Minimierung des Schadensrisikos durch häufig
auftretende Lawinen an Strassen, Bahnlinien und Skigebieten in Italien und der Schweiz
Breuil-Cervinia (Aosta, Italien) vom 6. – 7. März 2013. Im Konferenzsaal des Vereins der Bergführer

Sicherheitsverantwortliche sind oft mit der Situation konfrontiert ob eine Strasse, ein
Bahnlinienabschnitt oder eine Skipiste wegen Lawinengefahr gesperrt werden muss. Solche
Entscheide sind oft schwierig zu fällen, weil Informationen zur lokalen Wetter- und
Schneedeckenentwicklung fehlen und die damit verbundene Auswirkungen auf die
Lawinendynamik und schlussendlich die Auslaufdistanz nicht abgeschätzt werden können.
Bestehende risikominimierende Methoden berücksichtigen nicht den direkten Einfluss der
Schneedecke auf die Lawinendynamik. Folglich existieren keine Entscheidungshilfen für den
Praktiker welche diese Einfl üsse miteinbeziehen.
Dieses Forschungsprojekt ist ein Programmpunkt des STRADA Projekts welches im Rahmen des
grenzübergreifenden Programms, Italien/Schweiz 2007/2013 auch andere Naturgefahren
erforscht. Das Ziel ist es, Anpassungsstrategien für den Umgang mit häufig auftretenden Lawinen,
im Zusammenhang mit dem Klimawandel in Europa, zu entwickeln. Um diese Fragestellungen zu
beantworten, werden in diesem Projekt Verfahren für die automatische Detektion von
Lawinenanrissgebieten und eine bessere Absch ätzung der Lawinenauslauflängen abhängig von
den Schneeeigenschaften im Anriss und entlang der Bahn neu- und weiterentwickelt.
Der Workshop (als Teil von Projektpunkt 4) findet vom 6.-7. März 2013 in Valtournenche, Aosta,
Italien statt. Während dieser zwei Tage wird ein Überblick über die bisherigen Resultate gegeben.
Desweiteren wird es eine Podiumsdiskussion bezüglich unterschiedlicher Methoden des
Lawinenrisikomanagements entlang von Strassen und in Skigebieten geben. Dies soll typische
Probleme von Praktikern und mögliche Bereiche für gezielte Weiterentwicklung von Methoden
aufzeigen. Besonderer Fokus wird dabei auf das Risikomanagement von Lawinen auf lokaler
Ebene (d.h. Lawinenkomissionen und andere Sicherheitsverantwortliche) gelegt. Hierzu werden
Wissenschaftler, Praktiker und Verantwortliche welche in der Entwicklung, Optimierung und
Analyse von Risikoreduzierungsstrategien arbeiten, zusammengebracht.
Das Ziel des Workshops ist es, basierend auf den breitgefächerten praktischen Erfahrungen und
dem aktuellem wissenschaftlichen Stand eine angeregte Diskussion und Austausch von Ideen zu
erreichen. Das Programm während dem Workshop lässt genug Zeit um sich mit Kollegen
auszutauschen und beiinhaltet beispielsweise auch eine Exkursion.
