Part A: Analysis of the governance level (Management & Transition Framework)
This part of the appendix contains the data gathered for the analysis of the governance level. The
analysis was done by applying a relational database approach called Management and Transition
Framework. Table A1 contains the Action Situations that were determined during the literature
research. Action Situations are structured social interaction contexts taking place at a specific level of
management (regional, national, supra-national). Each Action Situation is linked to specific Actors
while each of these Actors is again linked to a specific level of management. Action Situations
produce Institutions as outcomes. These are presented in Table A2. Institutions such as laws and
action plans regulate patterns of social behavior and define roles, rights and responsibilities of actors.
Institutions define which goals shall be pursued by flood management and how this shall be done.
Institutions can also influence Action Situations. By analyzing a given network of Actions Situations,
Actors, and Institutions, data can be gathered for example regarding the role of actors at different
levels of management, the degree of stakeholder participation or vertical integration. A set of
indicators (that can be formulated as simple database queries) and the respective results are presented
in Table A3.
