The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).
RRS Appendix P, immediate penalties for Rule 42, will apply.
For Medal Races, ISAF Addendum Q, Umpired Fleet Racing, available on the ISAF website (www.sailing.org), will apply
and changes a number of racing rules. The version that is current when the regatta begins will appear in full in the Sailing
Instructions.
Sonar class only: This will be a Sonar Class Association Appendix B - Alternative Rules event. Not applicable for non-paralympic competitors.
No national authority prescription will apply, except for the German Junior Championships in the classes Laser Std. / Laser
Rad. For these classes will apply the “Meisterschaftsordnung” of the German Sailing Federation (DSV).
If there is a conflict between languages the English text will take precedence.
2. [DP] ADVERTISING AND BOW NUMBERS

Boats may be required to display bow numbers and advertising chosen and supplied by the Organising Authority.
Competitors aboard the boats ranked first, second and third in the series at the beginning of each day, shall wear yellow,
blue and red bibs respectively while racing. The bibs will be provided by the Organising Authority.
[SP] Boats shall display national flags on mainsails as specified in their class rules. If the class rules do not include a
specification for display flags on mainsails, they shall be displayed in accordance with ISAF specifications available on the
ISAF website.
3. ELIGIBILITY AND ENTRY

The regatta is open to boats competing in events chosen for the 2016 Olympic Sailing Competition and the 2016 Paralympic
Sailing Competition.
Olympic gender requirements will apply for each Olympic event. Women are not eligible to compete in men’s events and
vice versa.
For the Paralympic events, these events will be open to all competitors whether or not they meet the Paralympic Eligibility
criteria. All teams will be eligible for EUROSAF Champions Sailing Cup series points.
Competitors and coaches shall enter by completing the online entry form on the event website www.manage2sail.com and
paying the required fees. Entries must be received no later than 01 June 2015 to qualify for the Early Entry Fee. Entry in the
event is not final until registration is completed.
ISAF Eligibility shall apply. Each athlete shall be registered as an ISAF Sailor on the ISAF website: www.sailing.org/isafsailor
Competitors under 18 years of age shall present a signed and completed parent (or guardian) consent and declaration form
at registration. The forms are available for download on the event website www.kieler-woche.com.
Competitors shall produce evidence of membership of the appropriate class association at the time of registration as may
be required by the organizing authority.

The Organising Authority may cancel an event if the minimum number of entries have not been received by midnight (local
time), 01 June 2015. Competitors will be notified of cancelled events by e-mail and posting on the event website. The entry
fees for cancelled events will be refunded by bank transfer.
4. IFDS FUNCTIONAL CLASSIFICATION

Disabled sailors shall have valid International Classification under the IFDS Functional Classification System.
Protests regarding classification may be filed not later than “first appearance“. However, protests will not be decided at the
regatta.

All boats sailing in split fleets shall pay a fee of 5,00 € for the coloured streamers for group identifications as provided at the
Check-In. The fee will be refunded on return.
6. FORMAT
6.1.
For Olympic events.
6.1.1. The regatta will consist of an Opening Series and a Medal Stage. The Opening Series may be divided into a Qualifying
Series and a Final Series.
6.1.2. The top TEN finishers in the Opening Series of each event will advance to the Medal Stage, provided a minimum of 3 races
have been completed in the Opening Series.
6.1.3. There will be ONE Race in the Medal Stage in ALL events.
6.2.
For Paralympic events, the regatta will consist of a single series.
6.3.
Other formats may be used as authorized by the Champions Sailing Cup Steering Committee.

Registration for competitors, coaches and team leaders is scheduled to begin 1600 hrs on 19 June at Olympic Center
Kiel-Schilksee.
The first briefing for coaches and team leaders is scheduled for 0900 hrs on 20 June.
Classes Laser Std. and Laser Rad. only: Measurement and inspection of sails in the DSV Hall is scheduled: Fri., 19 June
from 1400 hrs. on and Sat., 20 June from 0830 to 1030 hrs.
Competitors welcome and briefing is scheduled for 0930 hrs on 20 June.
The warning signal for the first race will be not earlier than 1200 hrs on 20 June.

8. EQUIPMENT INSPECTION

Each boat shall have a valid measurement certificate (if required by class rules). Boats shall use the approved Nationality
Code Letters on their sails as required by the RRS.
Boats may be subject to inspection at any time during the event. The procedures for inspections will be specified in the
Sailing Instructions or Equipment Inspection Regulations (EIR).
The equipment limitations as specified in the class rules shall apply.
9. SAILING INSTRUCTIONS
The Sailing Instructions will be available at registration. Other documents governing the event will be published with the Sailing
Instructions and on the website.
10. VENUE
10.1. The regatta will be at Kiel-Schilksee Olympic Center. Addendum B shows the location of the regatta harbour.
10.2. The racing area will be Kiel Bay, Kiel-Schilksee, Germany. Addendum A shows the approx. location of the course areas.
11. THE COURSES
The courses will be Windward/Leeward or Trapezoid except that any other courses adopted by ISAF for the 2016 Olympic Sailing
Competition or approved by the Champions Sailing Cup Steering Committee may also be used.
12. PENALTY SYSTEM
For the Men’s Skiff, Women’s Skiff, Mixed Two Person Multihull and Paralympic One and Three Person Keelboat events, RRS 44.1
and RRS P2.1 are changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13. INTERNATIONAL JURY
An International Jury will be appointed in accordance with RRS 91(b).
14. SCORING
14.1. The Low Point System of RRS Appendix A will apply except that RRS A4.1 is changed so that the points scored in the medal
stage are double.
14.2. A boat’s score shall be calculated in accordance with RRS A2, except that the score for the medal race shall not be excluded.
14.3. For the Opening Series, or for the Paralympic classes with a single series, a total of at least 3 races are required to be
completed to constitute a regatta. When 5 or more races have been completed, a boat‘s series score will be the total of her
race scores excluding her worst score.
14.4. The top TEN boats overall after the Opening Series in the Olympic classes will carry forward their overall points to the Medal
Stage which shall be added to their Medal Race points to give the overall Event score.
14.5. Ties in the overall Event scores will be decided on the final race scores in the Medal Stage. This changes RRS Appendix A8.
14.6. Finn-class only: There will be an additional scoring for Finn-Masters born in 1975 or earlier. The scoring will be an extract
of the overall result list.

C.3.1. EUROSAF will award prizes to the top 3 boats, in each class, in the Champions Sailing Cup competition.
C.3.2. The date, time and location of the of the EUROSAF Champions Sailing Cup prize giving, if any, will be announced by
EUROSAF.
C. 3.3. A boat placing first, second or third in this regatta will forfeit their EUROSAF European Sailing Cup Rankings points if they
fail to attend the prize giving ceremony without prior written permission from the Organising Authority.

eintreffen, um die „Early Entry Fee“ zu sichern.
Es gilt der ISAF Zulassungskodex.
Teilnehmer sollen den Nachweis der Mitgliedschaft
in der entsprechenden Klassenvereinigung bei der
Anmeldung vorzeigen.
Minderjährige Teilnehmer unter 18 Jahren müssen
eine von ihren Eltern (Vormund) unterzeichnete Einverständniserklärung vorlegen. Die Vorlagen stehen
zum Herunterladen auf www.kieler-woche.de zur
Verfügung.
Die minimale Anzahl der Meldung je Klasse beträgt 20
Boote.
Nur 420er Klasse: Die Meldebeschränkung für deutsche Segler beträgt 100 Meldungen. Die ersten 2/3 der
in der deutschen Rangliste positionierten Steuerleute
sind berechtigt zu melden. Es gilt die Rangliste zum
Zeitpunkt des Meldeschlusses. Im Zweifel entscheidet
die Deutsche 420er Klassenvereinigung.

25. Juni 2015 um 10:30 Uhr im Olympiazentrum
Kiel-Schilksee statt.
Das Ankündigungssignal für die erste Wettfahrt am
Donnerstag, 25. Juni 2015 wird nicht vor 13:00 Uhr
gegeben.
Am letzten Wettfahrttag wird kein Ankündigungssignal
nach 14:00 Uhr gegeben.

SAFETY CATEGORY
For all races (Parts 1 to 5): A marine VHF transceiver (if
handheld, it shall be watertight or with a waterproof cover),
shall be carried, function properly and be readily accessible.
For Inshore Races (Parts 2 and 3) only: If Class Rules
prescribe Safety Equipment, this equipment shall be carried.
Otherwise, ISAF Offshore Special Regulations Category 4
shall apply.
For “Welcome Race” and “Senatspreis” (parts 1 and 5):
ISAF Offshore Special Regulations Category 4 shall apply.
For “Silbernes Band“ only (part 4): ISAF Offshore Special
Regulations Category 3 shall apply.
SICHERHEITSKATEGORIE
Für alle Rennen (Teile 1 bis 5): Ein Schiffs-UKW-Gerät (tragbare
Geräte müssen wasserdicht sein oder eine wasserdichte Hülle
haben) soll vorhanden, funktionsfähig und leicht zugänglich sein.
Nur für Inshore Rennen (Teile 2 und 3): Wenn Klassenregeln
Sicherheitsausrüstung vorschreiben, soll diese mitgeführt
werden. Andernfalls gelten die ISAF Offshore Special Regulations
Kategorie 4.
Die Rennen „Welcome Race“ und „Senatspreis“ (Teile 1
und 5): Sind als ISAF Offshore Special Regulations Kategorie 4
eingestuft.
Das Rennen „Silbernes Band“ (Teil 4): Ist als ISAF Offshore
Special Regulations Kategorie 3 eingestuft.
1. RULES

the Racing Rules of Sailing (RRS).

In the event of a conflict between any of the above
rules and/or regulations and the Sailing Instructions,
the Sailing Instructions shall prevail.
Jury-Hearings may be conducted under the Arbitration

The Sailing Instructions will change RRS 55 (Trash
Disposal) by adding the following sentence to the rule:
„However, discarding elastic or wool bands when setting a sail are permitted.“

Die Veranstaltung wird nach den aktuellen Regeln,
wie in den Wettfahrtregeln (WR) - Segeln definiert,
gesegelt.

Im Fall eines Konfliktes zwischen den oben genannten
Regeln und den Segelanweisungen, gehen die Segelanweisungen vor.
Jury-Hearings können nach dem Schlichtungsverfahren (Arbitration System) verhandelt werden.
Bei unterschiedlichen Interpretationen ist der englische Text maßgebend.
Die Segelanweisungen werden die Regel 55 (Abfallbeseitigung) in der Form ändern, dass folgender Satz
ergänzt wird: „Allerdings sind Gummibänder oder
Wollfäden beim Setzen eines Segels erlaubt.“

die bis zum 01. Juni 2015 eingehen, haben das in der Spalte „Early Entry Fee“ ausgewiesene Meldegeld.

entry form on the event website www.manage2sail.com and
pay the required fees. Entries must be received no later than
01 June 2015 to qualify for the Early Entry Fee.

Start: Sunday 21 June. First warning signal at 1055 hrs

The race Silbernes Band is a long offshore race over
night. Racing area is Kieler Bucht, Fehmarn, southern
Danish Islands, Store Belt and Lille Belt.

15. SUPPORT BOATS

15.1. All support boats shall be registered with the Organizing Authority and will be required to comply with local
legislation and event support boat regulations. The Organizing Authority may refuse registrations and accept
later registrations at their sole discretion.

Personen müssen außerhalb der Bahngebiete sein, in
denen sich Boote von der Startsequenz bis alle Boote
durch das Ziel gegangen sind, bzw. Startverschiebung, Gesamtrückruf oder Abbruch signalisiert wurde,
befinden.
15.3. Alle Trainer und Begleitpersonen müssen Auftriebsmittel tragen. Der Fahrer muss zu jeder Zeit über den
Quick-Stopp mit dem Boot verbunden sein.
15.4. Nur EUROSAF Champions Sailing Cup: Alle
Coachboote müssen zu jeder Zeit auf dem Wasser eindeutig sichtbar ihre Buchstaben Nationalcodes ihres ISAF zugehörigen nationalen Verbandes zeigen. Die Mindesthöhe der Zeichen beträgt
200mm und sollen von beiden Seiten sichtbar sein.
15.2. Support boats with team leaders, coaches and other
support personnel shall stay outside areas where boats
are racing from the time of the starting sequence until
all boats have finished or the Race Committee signals
a postponement, general recall or abandonment.
15.3. All coaches and other support personnel shall wear
personal flotation devices. The driver shall be connected to the boat using the quick-stop at all time.
15.4. EUROSAF Champions Sailing Cup: All support boats shall clearly display the three letter national code
of their ISAF Member National Authority at all times
while afloat. The minimum height for the letters shall
be 200mm and visible from both sides of the boat.

20.1. Class J/24 only: VHF Channel 17 may be used by the
Race Committee for radio recalls, courses to be sailed
and race information. Boats are strongly recommended to have waterproof loudspeakers by which to monitor VHF on deck or waterproof handheld VHF radios.
20.2. Except in emergency or when using equipment supplied by the Organizing Authority or as stated in NoR
20.1, a boat shall neither make nor receive radio transmissions, text messages or cellular phone calls while
racing.

Cup and International Classes: Point prizes will be
awarded to the best three scored boats of each class.
The Organising Authority may alter prizes if less than
10 boats are entered in an event.
21.2. Offshore: Point prizes will be awarded according to
the following scheme: Each group of up to four boats
one prize but not more than three prizes.
21.3. Additional special prizes and perpetual trophies for the
individual classes will be listed in the program.
21.4. Every
participating
boat
will
receive
a
Kieler-Woche-Plaque.
21.5. Prizes not claimed at the Prize-Giving-Ceremony will
remain with the Organizing Authority.
21.6. Competitors shall return perpetual trophies to the
Organizing Authority by 31 December 2015.

22.1. By participating in an event of the Kieler Woche or EUROSAF Champions Sailing Cup competitors automatically grant to the Organizing Authority, their sponsors

show, from time to time at their discretion, any motion
pictures and live, taped or filmed television and other
reproductions of the athlete during the period of the
competition without compensation.
22.2. Boats may be required to carry cameras, sound equipment and positioning equipment as specified by the
Organizing Authority.

montieren. Dieses Equipment wird von den Veranstaltern gestellt.
22.3. Die drei bestplatzierten Teilnehmer sowie einzelne
Tagessieger können aufgefordert werden, täglich an
einer Pressekonferenzen teilzunehmen.
22.4. Teilnehmer können aufgefordert werden, bei der Regatta Interviews zu geben.
22.5. Durch die Teilnahme an der Kieler Woche oder dem
EUROSAF Champions Sailing Cup akzeptieren die
Teilnehmer die Zusendung weiterer Informationen
von anderen EUROSAF Champions Sailing Cup
Veranstaltern.
22.3. The top three competitors as well as the individual

23. LIMITATION OF LIABILITY

UNTERWERFUNGSKLAUSEL
23.1. The responsibility for the decision to participate in a
race or to continue with it is solely with the skipper;
to that extent the skipper also accepts full responsibility for the crew. The skipper is responsible for the
qualification and the correct nautical conduct of the
crew as well as for the suitability and the transportsafe condition of the registered boat. In cases of Force
Majeure or on grounds of administrative orders or
for safety reasons, the organizer is entitled to make
changes in the realization of the event or to cancel
the event. This does not constitute any liability by the
organizer towards the participant, if the reasons for
the changes or the cancellation do not result from a
wilful or grossly negligent behaviour of the organizer.
In case of a violation of obligations that do not constitute primary or material contractual duties (cardinal obligations), the liability of the organizer for financial and
property damages incurred by the participant during
or in connection with the participation in the event and
resulting from a conduct of the organizer, its representatives, servants or agents, is restricted to damages
that were caused wilfully or grossly negligent. When
a violation of cardinal obligations occurs due to minor
negligence, the liability of the organizer is limited to
foreseeable, typical damages. To the extent that the
liability for damages of the organizer is excluded or restricted, the participant also relieves the staff - employees and representatives, agents, servants, sponsors
and individuals who provide or drive salvage, safety
or rescue vessels or assist with their use from the individual liability for damages, as well as also all other
individuals who were instructed to act in connection
with the realization of the event. The effective racing
rules of the ISAF, the administrative regulations regatta-sailing and the articles of association of the DSV,
the class rules as well as the regulations of the invitation to the competition and the sailing instructions are to
be complied with and are expressly recognized.
23.1.
23.2. The German law shall prevail.
Die Verantwortung für die Entscheidung eines Bootsführers,
an einer Wettfahrt teilzunehmen oder sie fortzusetzen,
liegt allein bei ihm, er übernimmt insoweit auch die Verantwortung für seine Mannschaft. Der Bootsführer ist für
die Eignung und das richtige seemännische Verhalten
seiner Crew sowie für die Eignung und den verkehrssicheren Zustand des gemeldeten Bootes verantwortlich. Der
Veranstalter ist berechtigt, in Fällen höherer Gewalt
oder aufgrund behördlicher Anordnungen oder aus Sicherheitsgründen, Änderungen in der Durchführung der Veranstaltung vorzunehmen oder die Veranstaltung abzusagen.
In diesen Fällen besteht keine Schadenersatzverpflichtung
des Veranstalters gegenüber dem Teilnehmer, sofern
der Veranstalter den Grund für die Änderung oder Absage
nicht vorsätzlich oder grob fahrlässig herbeigeführt hat.
Eine Haftung des Veranstalters, gleich aus welchem Rechtsgrund, für Sach- und Vermögensschäden jeder Art und deren Folgen, die dem Teilnehmer während oder im Zusammenhang mit der Teilnahme an der Veranstaltung durch ein
Verhalten des Veranstalters, seiner Vertreter, Erfüllungsgehilfen oder Beauftragten entstehen, ist bei der Verletzung
von Pflichten, die nicht Haupt-/bzw. vertragswesentliche
Pflichten (Kardinalpflichten) sind, beschränkt auf Schäden,
die vorsätzlich oder grob fahrlässig verursacht wurden. Bei
der Verletzung von Kardinalpflichten ist die Haftung des
Veranstalters in Fällen einfacher Fahrlässigkeit beschränkt
auf vorhersehbare, typischerweise eintretende Schäden.
Soweit die Schadenersatzhaftung des Veranstalters ausgeschlossen oder eingeschränkt ist, befreit der Teilnehmer
von der persönlichen Schadenersatzhaftung auch die
Angestellten - Arbeitnehmer und Mitarbeiter - Vertreter, Erfüllungsgehilfen, Sponsoren und Personen, die Schlepp-,
Sicherungs-, oder Bergungsfahrzeuge bereitstellen,
führen oder bei deren Einsatz behilflich sind, sowie auch
alle anderen Personen, denen im Zusammenhang mit der
Durchführung der Veranstaltung ein Auftrag erteilt worden
ist. Die gültigen Wettfahrtregeln der ISAF inkl. der Zusätze
des DSV, die Ordnungsvorschriften Regattasegeln und das
Verbandsrecht des DSV, die Klassenvorschriften sowie die
Vorschriften der Ausschreibung und Segelanweisung sind
einzuhalten und werden ausdrücklich anerkannt.
23.2. Es gilt das Recht der Bundesrepublik Deutschland.

Each participating boat shall be insured with valid (and for the
racing area suitable) third-party liability insurance with a minimum cover of 3,000,000 € per event or the equivalent.

dafür, dass für Sie ab 19:30 Uhr 500 Liter Bier sowie Softdrinks
für nur 1,00 € pro Glas ausgegeben werden.
The organizing clubs of the Kieler Woche and sponsors like
the boot Düsseldorf and North Sails are supporting you and all
other sailors with a total of 500 liter beer and soft drinks served on Thursday (June 25th), Friday (June 26th) and Saturday
(June 27th) from 19:30 hrs. onwards. The price per cup will be
1.00 €.

Class and private parties during the event in the harbour area must have the permission of the Organizing
Authority. Applications shall be made prior to the event.
Organisation:
For non-Olympic participants arriving for the international part: Competitor and coach boats could
not enter the Kiel-Schilksee harbour before Wednesday, 24 June 2015 approx. 0800 hrs. Due to the
logistic overlap of part 1 and 2, the entrance to the
harbour area may be temporarily closed on Wednesday. Vehicles will then be diverted to the parking area “Tempest” Schilkseer Straße. However to
train on the water before this time, please contact

Teile 1 und 2 kann am Mittwoch die Einfahrt zum
Hafengelände vorübergehend geschlossen werden. Die Fahrzeuge werden dann auf den Parkplatz
“Tempest” umgeleitet. Um dennoch vor dieser Zeit
auf dem Wasser zu trainieren, wenden Sie Sich bitte

Während der Kieler Woche gelten veränderte
Verkehrsregelungen
im
Olympiazentrum
KielSchilksee. Alle Teilnehmer werden dringend gebeten,
bei Ankunft die Verkehrsschilder zu beachten und
den Anordnungen der Polizei und der im Auftrag der
Veranstalter tätigen Ordner kooperativ zu folgen.
Weitere Richtlinien erhalten die Teilnehmer bei Einfahrt
in das Hafenvorfeld.

von einer Stunde möglich. Sie wird nach rechtzeitigem
Verlassen des Hafenvorfeldes an der Ausfahrt erstattet.
I 3.3. Parken: In der Nähe des Olympiazentrums
Kiel-Schilksee sind ausreichend Parkmöglichkeiten für Fahrzeuge vorhanden. Folgen Sie bitten
den
Verkehrszeichen

Das Parken an der Fördestraße ist verboten. Fahrzeuge werden abgeschleppt!

Traffic regulations:
During the Kieler Woche an altered traffic regulation
will apply in the Kiel-Schilksee Olympic Centre area.
All participants are urgently requested to observe the
traffic signs when approaching Kiel-Schilksee and to
cooperate with the police and the Organizing Authority.
Further instructions will be given at the entrance to the
harbour area.

I 3.2. Temporary Access to the Marina: You may enter temporarily the marina by paying a deposit of 50 € valid
for one hour. The deposit will be returned at the exit
after having left the harbour area on time.
I 3.3. Parking: Sufficient parking slots for cars are available
near the Kiel-Schilksee Olympic Sailing Centre. Please follow the road signs to the public parking areas.
Parking alongside Fördestraße is forbidden and cars
will be towed away.

It is not permitted to leave cars or boat trailers in the
harbour area.
Cranes: Keelboats arriving by trailer may be launched
and hauled out with their own connection wire by the
cranes in the Kiel-Schilksee Olympic Centre only. During the event a craning fee for one launching and one
haul-out is covered with the Entry Fee.

enthalten.

von Schlauch- oder sonstigen Motorbooten den Sportbootführerschein See - bei Ausländern den entsprechenden Führerschein ihres Heimatstaates - besitzen

that the responsible drivers of rubber- or other motorboats have to have the German “Sportbootführerschein See” or an equivalent powerboat license of his
home country (e.g. RYA level 2 powerboat or international certificate of complience).
The legal speed limit in Strande Bay is 10 knots.
