The 70th CISM General Assembly and Congress confirmed to entrust the Armed forces of the
Republic of Estonia with the organization of the 71st CISM General Assembly and Congress
2016.
The CISM President has the honor to convoke in statutory session the CISM Member Nations,
the CISM Authorities and the CISM Commissions and Sports Committees to its 71st General
Assembly and Congress whose activities will take place from 25 April till 01 May 2016 in
Tartü, Republic of Estonia. For all details and registration form, please refer to the attached
invitation file.
CISM is looking forward to meeting all its members next April in Estonia.

All events and sessions of the 71st General
Assembly and Congress will take place at the
Hotel Dorpat.

The daily rates listed below include valueadded tax (VAT), service charges and tourist
rate. The mini bar, phone calls, and other
extra amenities will entail additional cost. The
payments can be made in cash or credit card.

from Tallinn International Airport. Please
book your flights accordingly

The hotel reservation requires a credit card
number. The reservations cannot be
confirmed without it. The extra expenses will
be charged to the hotel guests and the
payments shall be made upon the check-out.
Visa, Mastercard and American Express are
accepted. Please keep in mind that these
cards are not always accepted in the shops
and restaurants outside the hotel.
The CISM General Assembly and Congress
is the annual CISM gathering and is in this
perspective an opportunity for all CISM
delegates to spend time together, during and
outside the official session, socializing
together and creating friendship and
understanding, ultimately enforcing the CISM
Motto “Friendship through sport”!

As agreed by CISM officials, this hotel is per
consequent the official hotel to be used
during the GA. The hotel Dorpat has a
capacity of approximately 200 rooms. Should
that limit be reached at any moment of the
registrations, other hotels in the immediate
proximity of the hotel Dorpat would be used.

established to determine who has the priority
to be accommodated at the Dorpat hotel:

In a concern of neutrality and respecting the
above detailed order of precedence, the rule
“first in-first served” will be implemented to fill
in the hotel Dorpat. It is therefore very
important that you return your agreements of
participation completely and accurately filled
in in due time.
En accord avec les autorités du CISM, l’hôtel
Dorpat est considéré comme l’hôtel officiel de
la 71ème AG et congrès. L’hôtel Dorpat
dispose d’un nombre approximatif de 200
chambres, si, à tout moment lors des
enregistrements des participants, ce nombre
devient insuffisant, d’autres hôtels dans le
voisinage proche de l’hôtel Dorpat seront
utilisés.

de déterminer qui serait logé en priorité à

accords de participation précisément
complétés en temps voulu.

Convention Center:
The Hotel Dorpat offers luxurious facilities
meeting rooms, required to successfully host
a CISM General Assembly and Congress.
The convention center offers the possibility to
organize all the CISM meetings inside the
Hotel Dorpat.
b.
Electricity in Estonia is 220 volts, so
participants should bring adapters, in order to
sent their needs.

Committee shall prepare one room with
computers, printers and copy services for the
delegations, these services are free of charge.

Delegates are therefore recommended to
bring along their personal laptops to use
these available Internet accesses. There will
be no specific Internet point prepared by the
Organizing Committee.

Meals/repas
The CISM Estonian Delegation shall respect
the CISM Regulations referring to the respect
to the culinary restrictions and specificities
linked to religions.
La délégation estonienne au CISM
appliquera la règlementation du CISM en
matière de respect des restrictions culinaires
et spécificités liées aux religions.
Soft drinks (water, soda, juices, and hot
beverages, hot coffee / tea) will be offered
free of charge at all meals. Any additional
drink (beers, wine etc.) can be ordered at
your own costs.
Des boissons Soft drinks (eaux, sodas, jus et
boissons chaudes, café et thé) seront offertes
gratuitement à chaque repas. Toutes autres
boissons (bières, vins, etc.) peuvent être

Each Delegation shall comprise one
Chief of Delegation and a maximum of two
Delegates for a total of three members.

Additional members (BOD members,
Commission Members, PCSC, LO) can be
registered too.

The Estonian organizer will organize visits
to cultural sites. The event schedule is
subject to change depending upon the
number of participants and the local
conditions.
For planning purposes, you will be kindly
requested to indicate your participation in
this cultural activity once in Estonia

Weather Condition / Conditions météorologiques
April is a soft month, it has a uniform
climate; during the GA period, the average
max/min temperature in Tartu is 1 2 °- 16°
C / 0 °-6°C.
You can expect mostly cloudy days.

10. Transportation / Transport
The CISM Delegations are responsible for
their delegates transport to and from their
entry point in Estonia (Tallinn International
Airport and Tallinn Harbour).

The Estonian CISM Delegation will
provide all transportation necessary for
all official events during the General
Assembly.

11. Visa
Estonia is part of the Schengen area.
L’Estonie fait partie de la zone Schengen.
All participants entering Estonia must
ensure that their travel documents are up
to date.
Tous les participants entrant sur le territoire
doivent s’assurer que leurs documents de
voyage sont à jour.
A Valid Passport whose expiration date
does not happen 6 m o n t h s a f t e r t h e
e n d o f t h e G A p eriod is required for
most nations.
Un passeport valide dont la date d’expiration
ne tombe pas 6 mois avant la fin de l’AG est
requis pour la plupart des pays.
The nations appearing on the list in annex
3 do not need visa to enter in Estonia. All
other nations absolutely need to obtain one
official visa. There is no visa delivery
service at the airport and the Estonian
delegation to CISM has no possibility to
deliver any visa.
However, those nations that need a visa
support letter are requested to ask
bilaterally to the Estonian Delegation at the
soonest (delivery time varies depending on
the countries)
For more detailed information about visas,
please contact the Estonian Embassy or
Consulate serving in your country.
Les pays figurant sur la liste jointe en
annexe 3 n’ont pas besoin de visa pour
entrer en Estonie. Tous les autres pays
doivent obligatoirement se munir d’un visa
officiel. Il n’y a aucun service d’émission de
visa à l’aéroport et la délégation estonienne
au CISM n’a pas la possibilité d’émettre le
moindre visa.
Toutefois, les nations ayant besoin d’une
lettre de soutien sont invitées à contacter
bilatéralement la délégation estonienne au
plus vite (le temps d’émission dépend d’un
pays à l’autre)

12. Medical Services / Services médicaux
Le comité d’organisation sera responsable
des premiers soins et d’une réponse
médical urgente.
Toute autre dépense relative à des soins
médicaux lourds tels que de la chirurgie,
examens spécifiques ou traitements seront
à la charge des participants, en accord avec
les règlements CISM.
Nous recommandons la souscription d’une
assurance de voyage couvrant ce type de
contingences médicales.
The Organizing committee will be
responsible for all first aid medical emergency
responses.
All other expenses arising from medical care
for heavy surgery, examination and
treatment will be borne by the participant
nations
in accordance
with
CISM
regulations. We recommend the purchase of
travel insurance for medical contingencies.

The Estonian CISM Delegation asks for your
submission of the registration before the
deadline to facilitate the preparation of the
hotel rooms, meeting rooms and banquet
halls for the General Assembly.
The CISM Estonian delegation will not have
any obligation of any kind towards the CISM
Member Nations failing to return the
agreements of participation in due time.
