Contrary to other areas of the education sector, research in educational financing raises only timid interest in sub-Saharan Africa. Yet, financing is one of the keys to transforming educational systems into veritable instruments of socio-economic and technical development. This literature review carries out an examination of budgetary processes and procedures through various national experiences. It includes several financing and cost-sharing experiences at the primary and secondary levels. It also examines non-government financing in the light of the changes that have occurred in recent decades. The paper concludes by proposing future directions for education research. Kalan Kunda is the living and perfect example of the deep multidimensional and multifaceted anchorage of the WGFE into CODESRIA’s mainstream activities. Hopefully, this trend will continue and strengthen over time. The publication of this newsletter is also the perfect example of the spirit of rebirth, innovation, and change underpinning from now the activities of the WGFE. It also emphasizes the communication and exchange function that is crucial for achieving the priorities set by the WG. Finally, it is recognized that even high ranking African officials in Ministries of Education are unaware of the activities implemented by the ADEA Working Groups in Africa. In order to bridge this information gap and give more visibility to the WGFE, the idea of launching a biannual newsletter has come to the fore. The title of the newsletter, is a coined Bambara word comprised of Kalan that means ‘scholarship’, ‘knowledge’, and Kunda that means ‘quarters’, ‘cradle’. The newsletter’s title in English is then: The Cradle of Scholarship. CODESRIA strongly believes that Kalan Kunda will live up to its expectations. Its three objectives are: 1) promote information sharing and improve communication among all those interested in issues pertaining to the financing of education in Africa; 2) serve as a forum of interaction, discussions and reflections on any financial, budgetary, and planning issues relative to education in Africa; 3) give more visibility to the WGFE. The target readership of the Newsletter is high ranking officials in African Ministries of Education and Finance responsible for budgeting and planning, heads of central offices of both Ministries, members of departments of education and economics of African Universities, specialised centres of educational research and economic development, development agencies, and African NGOs involved in the financing and management of education. The WGFE kindly requests your contributions to the Newsletter. These may be submitted to the Coordinating team of the WG as critiques or suggestions for its improvement. The Newsletter staff welcomes any question you may have relative to a smooth operation of the newsletter. I personally invite the Coordinators of all ADEA WGs to seize this opportunity to mirror some of their activities in Kalan Kunda and take ownership of the Newsletter.
