Three males and two females have been selected, based
on text voting results, as the top five contestants for Le Leo o
Amerika Samoa’s popular “Sing Off” following a showdown
of great musical performances this past Wednesday at the Governor H. Rex Lee Auditorium (Fale Laumei) in Utulei.
Since the program’s inception last month, the show has grown
in popularity, with a total of 12,246 text votes being cast for the
Final 11 contestants, up from the 7,000+ votes that were cast last
month after two singing battles had eliminated nine singers and
finalized the list of the Top 11.
The show is sponsored by the Department of Youth and
Women’s Affairs and is modeled after the nationally televised
“The Voice” singing competition, “but with a twist.”

told Samoa News earlier this week that the winner of Le
Leo O Amerika Samoa 2013 will be announced this coming
Wednesday, May 22.

The Department of Education was the main
focus of the latest cabinet meeting, held on
Tuesday at the Election Office, where Governor
Lolo Matalasi Moliga also took the opportunity to introduce Tuaolo Manaia Fruean as the
newly appointed Commissioner of the Election
Office, noting that Tuaolo is an asset to the new
administration.
“This gentleman has been in politics so
long… he can demand anything he wants and
ask for the best thing in government,” said Lolo.
“ When I approached Tuaolo, he denied my first
request… this guy didn’t settle for less and only
asked for two jobs, either President or Commissioner,” stated Gov. Lolo to some laughter.
“He’s served in all three branches of the
government, as a Representative, a Senator and
President of the Senate. He’s also served as a
Judge in the High Court and his last post was
Commissioner of Public Safety. Today he’s
on board as Election Office Commissioner and
hopefully he will bring everyone to register and
vote,” said the governor who also stated that
Tuaolo is a highly recognized traditional leader
and an asset to the government.
DEPARTMENT OF EDUCATION
Governor Lolo raised concerns regarding
reports from the American Samoa Community College that 95% of high school graduates
entering the college cannot take regular college
courses and it is becoming a problem as they
end up taking remedial courses before even
beginning their college classes. “Meaning, they
are not yet ready to attend Universities and Colleges,” he said.

then conducted a slideshow informing the Cabinet members the current status of the students’
academic progress, teachers, school buildings
and other issues surrounding DOE.
She noted that the vision of DOE is for all
the local children to achieve success locally and
abroad, to understand the Samoan language and
culture, and to be proud of their heritage; and
DOE’s mission is to ensure that the student succeeds by providing high quality teaching and
learning opportunities.
The DOE Director explained that there are
six public high schools, with 4,174 students,
22 Elementary schools with 10,986 students
and 54 ECE centers with 1286 early childhood
education students (K3 and K4). With a total
of 16,446 students attending public schools and
95.7% of the total student population Samoan,
4.3% of the students are from China, the Philippines, Korea, and other Pacific Islands.
She further stated that the cost per student
that DOE pays is $4,373, and compared to the
mainland, where they utilize $10,499 per student, the difference is about $6,000. Vaitinasa
noted that DOE depends on grant fundings
so when these grants are reduced or expire, it
causes serious problems.
Vaitinasa also stated that there are 1,907
employees of DOE including office personnel,
teachers and staff. 8% of the teachers have
Masters degrees, 37%percent hold BAs and
26% hold AA degrees with 29% holding less
than an AA.
Vaitinasa also pointed out that SAT test
scores, which allow us to compare our students
with students in the 50 states and the other
Territories, have remained flat over the last
decade with no significant growth in English or
Mathematics.
Following the director’s presentation, there
was a question and answer period wherein the
governor commented that the academic progress of our students is everyone’s problem, not
just DOE’s problem.

Governor Lolo builds
upon relationship with
Indonesian government

The Lolo Administration is embracing the
relationship built by former Gov. Togiola
Tulafono with the Indonesian government,
which has indicated a desire to help the territory in areas such as trade and economics.
They have also offered to build a basketball court here. The relationship began with
Togiola inviting Dr. Dino Patti Djalal, the
Indonesian Ambassador to the U.S. based in
Washington D.C. to visit the territory last year.
When the Lolo administration took office,
the new government embraced the already
established relationship and the commitment
made by Djalal last year to the former governor. About two months ago, the Indonesian
delegation, led by Djalal, visited the territory
and met with Gov. Lolo Matalasi Moliga.
During that visit the Ambassador reiterated
that he wants to set up a basketball court for
American Samoan children, and also wants to
move forth with a student exchange program.
That program, as previously noted, would
allow one student and one police officer from
American Samoa to visit and stay in Indonesia
for a period of time, according to the governor’s executive assistant Iulogologo Joseph
Pereira in a brief phone interview yesterday.
Earlier this week the delegation was back
in the territory to firm up the commitment on
the student exchange program as well as the
basketball court, with funds already allocated
by the Indonesia government to the tune of
$300,000, said Iulogologo.
The basketball court will be constructed at
the current site of the old Korean House, which
will be torn down “because the integrity of the
structure is compromised,” said Iulogologo.
According to the governor’s office, Lolo
had proposed to the Indonesian government to
help build a youth facility by renovating old
Korea House, but after a comprehensive check
by engineers, it was found that the facility
is in worse condition than they thought, and
because it is unsafe, it is best to have it torn
down.
(The basketball court is a gift of the Indonesian government to the children of American
Samoa, Togiola had said.)
Also initiated by the Togiola administration
is a sister-city relationship between American
Samoa and the Indonesian North Sulawesi
Province.
Iulogologo said the governor of that Province will be in the territory on June 3, when
the basketball court will break ground. At that
time, they will be firming up the Memorandum
of Understanding for the sister-city relationship, he added.
The North Sulawesi Province was selected
by Djalal because that part of Indonesia has
a large Christian population with a famous
church choir, and, similar to the territory, its
economic developments are in the areas of
fisheries and agriculture.

How are we as Homo-sapiens doing on this, another glorious Saturday Morning in Wonderland?
Hawkeye & Sweet Leanor are just fine, and hope all of you
can say the same and keep a straight face!
Life cruises along quietly here in Paradise, with the Ship of
State forever being on an even Keel. Unlike prior administrations, good things are happening under the current administration. When we mention the Fono, no one laughs anymore?
There is some serious stuff happening here in Paradise as well
as in the land of the great white father. The current administration seem to be allowing the US Ship of State to flounder
somewhat in the wake of Benghazi, the IRS listeners, the gun
issues and whatever else is going on at present over there in
“Glory land!”
Again Folks, Hawkeye would much rather put up with the
menial trials and tribulations that we are exposed to here in
Wonderland than to witness the shenanigans that are going on
in the mainland US Of A right now. Homo-sapiens are ready to
accuse somebody of doing something under handed but when
it comes right down to the brass tacks no one has the Balls or
brains to do anything about it. What it all boils down to is that
we are being duped for our tax donations every which way we
turn! Over. One day it will all change for the better fans, but
Hawkeye is afraid that’ he will be pushing up petunias by the
time that happens. It will be Hawkeyes luck that his grave will
be dug right next to a den of Rattlesnakes, and they will eat
their way in to his worm proof vault! What a bummer for a
Homo such as Hawkeye who has lived a full and honest life!

There just could be some Irish hanging around in Hawkeyes

That is worse than waiting for your ship to come in all your life,
and when it finally does, you’re at the dammed Malae Vailele!
{Airport} And what is all the fuss about here in greater Hooterville about missing contraband? What is new folks? Remember
the Missing $300,000 worth of Drugs that was supposed to find
its way to Honolulu, but instead found its way in the overhead
at the Post Office? And then there was the case of the missing
Tupe from Talofa Video? Where did that end up folks? This is
all public record, and nothing spectacular about it. It is funny
that we never seem to know of the outcome. Does it simply
get swept under the rug? Not any more, it doesn’t, as we now
finally have an honest and transparent Government. Yeah!
But when Hawkeye looks around Paradise there is no comparison to what it was Twenty Eight years ago when the Hawk
first set foot on the Rock. The infrastructure was poor, there
was litter everywhere, the Harbor was filthy, and the Rainmaker Hotel was a wonderful place to gather for cocktails,
meals, lodging, and an all around fun filled atmosphere. There
were few places to eat and drink in those days but it was genuine fun and frolic.
If the Rainmaker had ears, and could talk, Hawkeye believes
it could tell many stories of ore! Some good, some bad, but all
a part of South Seas History. The stories of Somerset Maugham
could be considered amateurish to those that could have been
told of the Rainmaker Hotel of the 70’s & 80’s. Those were the
good old days, and some of what kept Hawkeye in Paradise.
There is nothing compared to the life that Hawkeye is leading
today with his Sweet Leanor, the Cats, and the neighbors Dogs.
This is Paradise pure and simple, and to be cherished to the
bitter end. Hawkeye has no regrets for putting down roots in
Paradise. Its People, culture, and climate are hard to beat. Why
leave the best place on earth? With the B.P.O.E.! {Best people
on earth.}
Hell, Hawkeye is surprised that we haven’t started an
“ELKS LODGE” yet! We used to have a KFC, and a Pizza
Hut. At one time we even had a Checkers where you could
chomp down on a “BIG BUFORD!” The moral of this story
fans is when you have everything, it is time to quit looking
for some place to live. There are no greener pastures over that
next hill, and no Icebergs around Swains Island. {No Matter if
Hawkeye has seen em!}
Hawkeye will keep his chariot fleet at the ready just in case
those idiots who predicted the end of days were right! Until
then and next week, Keep yer thumbs on it, and take care of
the old folks.

White House Advisory Commission on Asian Americans
and Pacific Islanders in 2001,
I have accepted invitations
to speak at various military
bases celebrating Asian Pacific
American Heritage Month
(APAHM).
This year I was particularly
honored and proud to be in
the company of SFC Susie S.
Nu’uvali-Apineru of Aua, who
has won the 2013 distinction

The Ocean Science/Ocean
Swimming (OS/OS) Class of
Samoana High School will be
showcasing their ‘Now What’
short films this morning at
the Tauese P.F. Sunia Ocean
Center during the Youth Ocean
Summit 2013, that is scheduled
to begin at 8:00 a.m.
The high school credited
OS/OS class that was implemented into the Department of
Education with Samoana High
School as the pilot school,
started on January 9, 2012.
The 45 minute Physical
Education (PE) substitute
course is taught daily with
students participating in three
days of swimming lessons with
the American Samoa Aquatics
Agency (ASAA) and two days
of Marine Science curriculum
in the classroom.
The Marine Science portion
of the class is an integration of
guest speakers from various
environmental agencies and
presentations on ocean related
topics, which are led by the
National Marine Sanctuary of
American Samoa (NMAS).
The project is the final
assessment for the course
which requires the students to
complete their ‘Now What’
projects. The culminating
project has students working in
small groups to prepare power
point presentations or small
video clips on an ocean conservation topic. These projects
are reflections of what the students have learned during the
semester’s classes on Ocean
Science.
The NMAS and American
Samoa Department of Education are in their second year as
a partnership with the OS/OS
course. There were a total of
40 students who completed the
program in 2012 and close to
30 that enrolled in this year’s
Spring semester. According to
the NMAS, there are still students on the waiting list who
are waiting to take this class
and that other high schools here
in the territory are requesting
to have an OS/OS as part of
their curriculum as well.
The swimming part of the
class which took place 3 days
a week at Utulei Beach, was
conducted by the ASAA that
taught the students proper
swimming techniques, open
water survival, rescue techniques and how to stay safe in
the water.
The OS/OS class has been
funded by the NMAS in partnership with the Department
of Commerce, Department of
Education and with in-kind
support and expertise provided
by the ASAA. The Youth
Ocean Summit is co-hosted by
the Department of Youth and
Women’s Affairs and NMAS
in partnership with the Department of Commerce.
Following the presentations today, there will be a Job
Jamboree that will consist of
different environmental and
youth agencies. Entertainers
from Le Leo All-Stars will also
be performing.
They are the proud parents of four children,
Eric, Lynn, Alix and Daniel, and seven
grandchildren.
Bob works for the U.S. House of
Representatives as a Reporter of Debates and
Mona is a retired musician.
Six weeks after they met they were married at
9 p.m. on Two Dollar Beach under a full
moon. The love they have for each other is
as strong today as it was 40 years ago.

LOLO ENCOURAGES LOCAL
SEAMSTRESSES TO SET
UP THEIR OWN BUSINESSES
Gov. Lolo Matalasi Moliga has urged participants of the “Lalaga Fa’atasi Sewing” project
classes to look at operating and owning their
own Samoan sewing shops.
Speaking at this week’s graduation of 26
participants, the governor says the vast majority
of sewing shops in the territory are operated by
outsiders, who import outsiders to staff these
shops.
He says sewing is another economic development that is useful to families and the community and encouraged participants to continue
on with their new talents by operating their own
shop.
It was revealed during the ceremony that the
governor has agreed to implementing advance
classes as the current ones are basic sewing
classes.
The classes are carried out by the Department
of Youth and Women’s Affairs (DYWA) and
funded by the local Criminal Justice Planning
Agency, whose director Keith Gebauer says the
skills learned in these classes are important.
“Part of the skills the participants learn in
the Lalaga Fa’atasi Sewing project is the skill
to produce for their families and neighbors their
own clothing,” he told the audience.
Gebauer says that some participants in past
classes have gone on to operate their own
businesses and this is the ultimate goal of this
project.
He says the Development Bank of American
Samoa will work with participants to help them
obtain operating capitol.
Participants can work with the Development
Bank on a micro loan program to help further
provide financing, he said, and those who have
successfully completed the project have access
to more capital. (Part of the ceremony was

ASTCA BOARD CHAIR SUPPORTS
INCREASE IN NUMBER OF MEMBERS

is supportive of Gov. Lolo Matalasi Moliga’s
move to increase the number of ASTCA board
members to nine. (Samoa News should point
out that these changes do not require Fono
approval because ASTCA was established by
a1998 executive order).
Lolo recently issued an executive order
amending the 1998 order to increase the number
of members as well as giving him the authority
to appoint the board chairman. Terms for board
members are two years, according to the new
order.
“I support the increase in the members
and I have found that having additional members allows for a greater contribution in discourse and discussion that helps the Board to
be more effective in making decisions,” said
Hall responding to Samoa News request for
comments.
“I support the governor appointing the
chairman to all the Boards, because it is impor-

tant the governor’s vision, commitment and
policies are carried out by a person that he
believes shares the same vision and commitment and will promote these policies,” he said.
“If any member, including the chairman,

SENIOR CITIZEN DAY
INCLUDES A PARADE ON THURSDAY
The Territorial Administration on Aging this
week released the firmed up program for Senior
Citizens Day in American Samoa. Gov. Lolo
Matalasi Moliga will deliver special remarks on
Thursday, which is Senior Citizens appreciation
day.
The TAOA program shows that all seniors
are scheduled to be in front of the Gov. Rex Lee
Auditorium between 7:30a.m. and 8a.m. for
the short parade to the Suigaula o le Atuvasa at
Utulei Beach.
The program includes entertainment by
seniors as well as official opening remarks by
TAOA director Ale Tifimalae.
It also calls for seniors to pay a visit to the
Government House at Mauga-o-Ali’i where
they will be hosted at 12noon to a luncheon.
Ale told directors at this week’s cabinet
meeting that they are all invited to the special
day for the territory’s senior citizens.
DIRECTORS COMPLAIN
THEIR GRANTORS CAN’T FUND
YOUTH EMPLOYMENT
Gov. Lolo Matalasi Moliga revealed during
this week’s cabinet meeting that some directors
are complaining that their grants can’t absorb
the hiring of students for the Summer Youth
Employment program, which is overseen by the
Department of Human Resources.
“Well, find a way,” Lolo told directors. “Call
your grantor to allow that to happen. You don’t
just tell us you cannot do it. Do something. It’s
a worthwhile program.”
He said the whole goal of the program is
to put young people in offices so they gain
experience in the working environment. “So if
your grantor say they cannot, then they are not
willing to serve us.
Do something and work with your grantor,”
the governor said.
Lolo says the Governor’s Office is providing
five slots and is hoping that large departments
and ASG entities will provide more than five,
allowing “our young people the opportunity to
train and to learn” in a working environment.
During the cabinet meeting, forms were
given to directors to put down the number of
students that each department and agency can
accommodate.
Lolo encouraged all directors to provide
DHR with a final list as soon as possible because
the summer program is set to being next month.

me for dinner at which I had the chance to bring them news from back home. A good time was
had by all and the food absolutely delicious.
We started this journey in Washington on Tuesday after I had a couple of days to readjust from
my trip in from Pago Pago. The drive on this first leg of the journey was about three hours but I
will have traveled over 2,200 miles by the time we have finished. Today we leave for the short

Soon, Jonitta Fruean, and Elijah Tavai) have been diligently
working with the singers on their teams, guiding them along by
selecting the perfect songs to show off their musical talent and
vocal range, and of course, working with them on their stage
presence which has shown quite an improvement - across the
board - since the program first started.
The Top 11 were given the chance to perform one last time
on Wednesday evening, before the votes were announced and
the names of the Top 5 were made public.
As a special treat, Tapumanaia and the DYWA gang were
able to solicit performances from members of the American
Samoa Community College Glee Club, who were each given a
chance to perform a song of their choice and serve as filler acts
during the show.
Team Jonitta kicked off the night with performances by Leata
Te’o who sang an acoustic song as she played the tune on the
ukulele, followed by Anasetasia Momoe who wowed everyone
with her performance of Alicia Keys’ “Girl on Fire” while
sporting an all black body suit and knee high black boots. Kirk
Aab had the crowd mesmerized when he sang Alex Clare’s hit
“Too Close” - which he translated and sang in Samoan while
playing his guitar. Bernadine Ott, dressed in a black/turquoise
mini dress with strappy open-toed heels wrapped up Team Jonitta’s performances with her rendition of Katy Perry’s “The One
that Got Away.”
Team Elijah’s two remaining contestants took the stage next.
Pae Tuiasosopo, who writes and composes her own songs, went
first followed by Helen Brown who sparkled in her strapless all
black sequined full-length dress and belted out “All By Myself”
by Celine Dion.
Tautala Seti concluded Team Elijah’s rally for their spots in
the Top 5 with her version of Mariah Carey’s blockbuster hit
“Hero.”
When it was Team Namazzi’s turn to take center stage,
Tonya Tuigamala of Faleniu did not disappoint, performing the
late great Whitney Houston’s “I Look To You,” hitting every
note along the way. LB AhSee followed suit, singing Lionel
Ritchie’s classic song, “Stuck on You.”
Team Kuki culminated the evening with Daniel Helsham
on guitar singing Katy Perry’s “Teenage Dream,” and Iliganoa
Viena of Vailoa performing “A Moment Like This,” the hit song
that Kelly Clarkson sang when she was named winner of American Idol several years ago.
Kuki Tuiasosopo, who heads the ASCC Glee Club, was very
satisfied with the performances of his proteges who took the
stage that night. No other comments or critiques were made by
Kuki or any of the other three judges, as their job that night was
just to observe and enjoy the show.
Wednesday’s show was an all out showdown, as the singers
brought out their best in the final push to determine the winner
of the first season of Le Leo O Amerika Samoa.
At the end of the night, Tapumanaia announced that altogether, a total of 12, 246 text votes were received. The Top 5,
in order according to the number of text votes they received, are
as follows:

received by DYWA about promoting and coordinating more

Manu’a Islands.
DYWA Acting Director Pa’u Roy Taito Ausage expressed

KHJ (South Seas Broadcasting), KSBS FM 92.1, and Toa Bar

Next Wednesday’s finale will air live on KVZK-TV Channel
2 at 6 p.m. and those who want to witness the action in person
can do so as part of a live studio audience at the Governor H.
Rex Lee Auditorium in Utulei (Fale Laumei) for a $3 general
seating fee.
The top winner will be announced that night and will walk
away with the grand prize of $1,000 cash. Second place will take
home $600 cash while third place will get $300 and fourth place
will pocket $100.

singer of their choice, as the results of the competition depend
solely upon the amount of votes each singer receives.
