There are a lot of open technological
questions with respect to long-term
preservation of electronic data.
However, technology is neither the only
problem nor will it be able to provide the
one single solution.

• Physical preservation of the „bitstream“

• Logical preservation to facilitate meaningful
interpretation
– Depends on data and file formats, software,
hardware...

Most discussed approaches
• („Logical“) migration: periodic conversion of each file.
• Emulation: „Simulation“ of obsolete hardware on
each new hardware generation.
• Universal Virtual Computer (UVC): Today, viewers for
current formats on a well defined, but very basic UVC
are programmed.
Only the one UVC has to be emulated in future.

– Make no own archival effort, but rely on
external institutions?
– Provide metadata or content for a common
grey literature portal?
– Support centrally managed vs. locally
controlled archival solutions?

...and the hardest questions:

Resources - how much required and available?
– Digital preservation will be expensive and a
long term commitment– nobody dares to
forecast costs concretely.
– (Co-)Financed by federal funding??
